Latrine Casting and Installation Guidelines Consultancy-SanMarkS II


1            Organization Background

iDE is an international NGO with over 37 years of experience in designing and delivering market-based anti-poverty programs in 11 countries. We are a world leader in making markets work for the poor as well as the longest established market development specialist NGO in Bangladesh. iDE believes that markets can be a powerful force for improving smallholder prosperity by creating income and livelihood opportunities for poor rural households.  iDE Bangladesh currently has eight projects in agricultural markets, water, sanitation and hygiene (WASH), and access to finance with a focus on women’s economic empowerment and climate-smart technologies.

2          Project Background

Over the past 20 years, Bangladesh has made great strides toward ending open defecation. In 2000, according to JMP statistics, 21% of Bangladeshis in rural areas practiced open defecation; that figure had fallen to zero by 2017. However, while communities were pushed to abandon open defecation, they were never made aware of the importance of investing in and using improved sanitation facilities.

In addition, poor coordination and weak linkages in the private sector meant that households found it difficult or impossible to access high-quality sanitation products and services even when they wanted to. As a result, over 53% of rural Bangladeshis still did not have access to high-quality, improved latrines that separate waste from the environment and mitigate some of the most serious negative health impacts from poor sanitation conditions.

The SanMarkS II project, implemented by iDE Bangladesh will enable at least 1.2 million poor and disadvantaged people in 35 districts to gain access to improved latrines. The Project envisions to achieve this by conducting different implementation activities which engage, build capacity and help establish commercial linkage of sanitation value chain actors.

As a result of the project, funded by SDC and UNICEF and implemented by iDE, private sector service providers in collaboration with public actors will respond to the needs and demand of the rural poor thereby providing improved sanitation services. These solutions will be scaled up to ensure economic, social, and health benefits as communities gain access and adopt improved latrines through locally based Project trained latrine entrepreneurs.

3          About the Assignment

This consultancy involves collaboratively engaging with the SanMarkS II team on developing installation guidelines for 05 (five) types of improved latrine; Basic, Basic Plus, Offset, Offset Plus and Offset plus Plus installations based in different households. The envisaged objective will be that a credible installation guideline exists that is endorsed by Project Donors, Technical experts and stakeholders involved in administering key WASH strategies within the Government of Bangladesh.

This Installation guideline will also serve as an essential user manual for Field staff within and outside the Project. iDE seeks to engage with a Consultant with prior orientation and understanding of Sanitation Marketing, Market development approaches and established, adept practical understanding of improved latrine technologies.

4          Major deliverables  of the consultant

The consultant will lead work with the support of relevant Technical specialists and Field team members to develop installation guidelines based on existing insights and varying, region specific contexts in the Sanitation Value Chain of Bangladesh.

The consultant will rely on HCD design principles for reviewing on field requirements, which would be incorporated into any manuals, visuals and materials produced by the Consultant for iDE.

The Consultant will work in any of SanMarkS II  working areas with consultation with iDE field team and design experts from iDE’s partners.

Detailed installation guideline for 5 types of improved latrines

 

Discovery
1. Identify the current steps and challenges of installation of five types of latrines  (basic, basic plus, offset, offset plus and offset plus plus).
2. Interview at least 5 installers for each of the latrine types 
(basic, basic plus, offset, offset plus and offset plus plus).

Prototype
1. Prototyping the installation guideline in 3D sketch/drawing images.
2. Share the prototype with the SanMarkS II team for feedback.
3. Refine the prototype incorporating feedback.

Testing
1. Test the prototype in the field with at least 30 installers; LP/Mason/household (6 installers / individuals for each type of latrines)
2. Collect feedback, analyse and present to the SanMarkS II team.

Finalization:
1. Incorporate feedback, revise and finalize the installation guideline.
2. Share the final design

Deliverable 3
Develop one page  smart installation guideline for each of 5 types of latrine

Design and develop one page / brief  smart installation guideline (five) for each of the five types of products (basic, basic plus, offset, offset plus and offset plus plus) that can be used as a manual for LPs, Masons and Households

Deliverable 4
 One minute video for easy casting and  installation process and one minute video for installation process. In total 10 minute videos need to be produced.

 

Prototype
1. Animated video on casting for five types of products (basic, basic plus, offset, offset plus and offset plus plus). Each video length will be one minute.
2.  Animated video on installation for five types of products (basic, basic plus, offset, offset plus and offset plus plus). Each video length will be one minute.
3. Share the prototype with the SanMarkS II team for feedback.

Develop
1. Test the casting prototype in the field with at least 30 LP/Mason.
2. Test the installation prototype with at least 30 installers; LP/Mason/households.

3. Collect feedback, analyse and present to the SanMarkS II team.

Finalization:
1. Incorporate feedback, and finalize animated casting guidelines.
2. Incorporate feedback, and finalize the animated installation guideline.
3. Share the final product.

5          Major responsibilities of the Consultant

The consultant will work with the SanMarkS II project team in a collaborative manner to develop strategies and complete the assignment. The major responsibilities of the consultant are:

  • Collect relevant programme documents from SanMarkS II, clarify ToR and prepare a work plan with a timeline;
  • Desk review of critical information of the project-  existing installation documents, guidelines etc;
  • Submit the preliminary draft reports for discussion with the  SanMarkS II Technical Team;
  • Incorporate valid suggestions and comments from the team to prepare final high-quality reports ;
  • Present the final presentation and orient the project team on the new strategies, guidelines and reports for the sign -off;
  • Submit final reports to iDE- Bangladesh.

6          Major responsibilities of iDE

SanMarkS will provide the consultant with necessary support to undertake and implement the assignment and execute the objective of this ToR. Such responsibilities include the following:

  • Provide initial briefing and existing work overview;
  • Provide relevant documents and technical support;
  • Provide backstopping service in framework and module design and tool development,
  • Provide relevant branding and communications support;
  • Provide support from field offices for conducting visits to the field
  • Monitor regularly, and provide feedback and ensure effectiveness of the contract; and,
  • Disburse payment as per the agreed schedule

7          Deliverables and Schedule of Payment

The financial proposal should include the consultant’s daily consulting fee rate. Accommodation, per diem, logistics, all travel to field locations (outside of Dhaka) will be covered by the project for this contract as per iDE’s current policies. The consulting fees payment will be made in four installments as follows:

Note: Government VAT and tax regulation will be applied, and these costs must be included in the financial proposal.

The following terms and conditions will apply:

  • The payment will be made through account payee cheque/wire transfer (account name, number, type, bank name, and branch name is required for wire transfer);
  • As per Govt. rules applicable VAT and TAX will be deducted at source .
  • VAT Registration Certificate (if application), TIN, and Trade License (if applicable) must be submitted before the agreement is signed;
  • The contract amount decided by both parties is final and will not be subject to change based on any circumstances;
  • In case of failure to deliver the final deliverables in due time, iDE Bangladesh will deduct .05% of the total agreement amount for each day of delay in submitting the report beyond the closing date of the agreement;
  • The selected consultants will abide by other terms and conditions of iDE Bangladesh.

8          Target audience

Primary audience (end users): Project staff, LPs, Masons, Household level installers of improved latrines
Wider audience (knowledge sharing, accreditation and technical reviews): For reviewing the final documents, experts from iDE Technical team, Project Donors, other iDE WASH Projects, GOB stakeholders and other Dev. agencies working in WASH

10        Eligibility Criteria

General experience and expertise requirement for consultant applying:

  • Minimum bachelor degree in Engineering, Development Studies, or other relevant specialties;
  • Demonstrable experience of at least 5 years in market systems development (MSD/ M4P);
  • Experience in sanitation product development in rural settings;
  • Experience in HCD research and reporting
  • Experience and confidence in working with large private sector companies;
  • Must be skilled in 3D Solid-modeling software;  SolidWorks a plus
  • Must have a natural ability and feel for aesthetic design
  • Must have good knowledge of manufacturing and tooling design
  • Experience in use of CAD software to design and make tooling parts
  • Experience with product modeling software;
  • Knowledge of designing Plastic Injection molded parts
  • Clear understanding of mold design and development;
  • Experience managing product design and overseeing the design process
  • Clear understanding of product piloting strategies and attaining consumer feedback;
  • Collaborative nature;
  • The ability to write the final report in fluent English and the ability to present this verbally; and
  • The consultant should have an advanced university degree in engineering or design.

11        Tentative Work Schedule

The consultant is expected to start work on or around 15 July 2021. This assignment is for a total of 165 days or around 6 months of work between 15 July and 31 December 2021 which includes completion of all tasks in the assignment along with the submission of the deliverables as detailed in Section 4. Based on unavoidable circumstances, the period for conducting the assignment might change. The consultant is expected to be able to accommodate these changes without additional cost. A final detailed work schedule will be determined during the kick-off meeting.

12        Proprietary Rights

 Any document, information or data entrusted to or produced by iDE in connection with this assignment shall be strictly confidential and cannot be used by the consultant for any other purpose without the written consent of iDE. This provision shall remain valid even after completion of this assignment. iDE-B reserves the right to terminate this agreement at any time with the consultation of a contracted individual/firm.

13        Bid Submission
All expressions of interest should include:

  • Cover letter (maximum one page);
  • Technical Proposal (maximum 3-4 pages) which should include:
    • Understanding of the assignment;
    •  Relevant experience of the consultant and;
    • Resume/CV of the consultant (maximum two pages with reference to the required eligibility criteria above)
    • A detailed work plan
  •  Financial Proposal (maximum one-page): breakdown of cost estimates for services rendered which includes daily consultancy fees and inclusive VAT.

 

Interested and qualified consultants are asked to submit the estimates for Technical and Financial Proposal to bangladesh.procurement@ideglobal.org. We are only able to consider electronic submissions. Only shortlisted consultants will be contacted and invited for a technical discussion.
