PROJECT MANAGEMENT SPECIALIST

Hydroplan, in JV with SWS Consulting Engineering of Italy and Venus Consultants of Bangladesh, is managing the KfW funded Climate Change Adapted Urban Development, Phase II Khulna – Accompanying Measure Consultant (AMC) for Khulna City Corporation (KCC). As part of the AMC, an individual consultant is being recruited for the position of Project Management Specialist.

Position duration: 55 person-months (full-time).

Location: KCC Office in Khulna (on-site)

Minimum Qualifications

  • Bachelor’s and Master’s degrees in a relevant field such as Business Administration, Management, Engineering or Urban Planning.
  • 15 years of professional experience in project management, particularly managing donor-funded projects of similar size and nature.
  • S/He should have extensive experience in managing large-scale infrastructure projects, preferably in urban settings.
  • Track record of managing projects related to climate resilience, urban development, or similar sectors.
  • Excellent verbal and written communication skills in English.

Detail Experience Requirements

1. Sector-Specific Experience: Experience in projects related to water management, drainage
systems, embankment construction, and urban infrastructure operation and management. Familiarity with environmental and social impact assessments, and experience in ensuring compliance with environmental, social, health, and safety (ESHS) standards.

2. Coordination and Leadership Experience: Demonstrated ability to coordinate and manage
multi-disciplinary teams, including consultants and contractors. Experience in stakeholder
management and ensuring alignment between various project participants (e.g., government
agencies, consultants, community groups).

3. Financial and Contract Management: Experience in financial management, budgeting, and
contract administration. Knowledge of procurement processes and management of consultant
contracts.

4. Training and Capacity Building: Experience in designing and delivering training programs
related to project management, contract management, and technical aspects relevant to the
project. Ability to build capacity within local agencies and ensure sustainability of project
outcomes.

Roles and Responsibilities

The Project Management Specialist will work under the direct supervision of the Project Director and in coordination with the Team Leader, AMC.  Serving as an individual consultant for CCAUD Phase II, s/he will be based in the project office in Khulna.

S/He will support the Project Director and Team Leader, AMC with all project-related activities, including administrative and financial support, as well  as monitoring the service delivery of both the Implementation Consultant (IC) and the  Accompanying Measure Consultant (AMC). Additionally, s/he will manage all communication  protocols between the Client, donor, AMC, IC, and stakeholders.

Duties will include, but are not limited to, the following;

1. Project Planning and Execution: Develop detailed project plans and ensure adherence to
timelines and budgets. Oversee the implementation of project activities, ensuring they meet the
desired quality and standards.

2. Coordination and Communication: Facilitate coordination between the Project Executing
Agency (PEA), Implementation Consultants (IC), and Accompanying Measure Consultants
(AMC). Conduct regular alignment meetings and establish communication protocols for seamless
project execution.

3. Monitoring and Reporting: Monitor project progress and performance, ensuring compliance
with project objectives and donor requirements. Prepare and submit regular progress reports to
the PEA and other stakeholders.

4. Risk Management: Identify potential risks and develop mitigation strategies to address them.
Ensure proactive management of issues that may arise during project implementation.

5. Stakeholder Engagement: Engage with local communities, government officials, and other
stakeholders to ensure their participation and support for the project. Organize and facilitate
stakeholder meetings and consultations.
