Project Profile

Program Manager - MEAL is a senior management level position. S/he will lead, guide and supervise both the Monitoring, Evaluation, Accountability and Learning and Knowledge Management Units of the organisation.  The Program Manager will develop and oversee all project monitoring, learning, reporting including setting appropriate indicators, tracking against targets, documenting lessons-learned and producing accurate and complete report.  Principal responsibilities of the position are:

1. Monitoring and Evaluation:

  • Lead monitoring and Evaluation unit to develop structured monitoring system to capture input, project interventions aligned with project results framework
  • Identifying gap/missing of the current monitoring, evaluation and MIS systems and resolve/take the corrective measures.
  • Provide technical and programmatic guidance, in design and implementation quality control and accountability mechanism.
  • Lead and guide various project study, outcome monitoring, impact measurement, evaluation, situational and risk analysis process.
  • Manage monitoring, evaluation and learning activities related to performance of program, including  development of theory of change/log-frames, setting appropriate indicators;  development of appropriate MEAL frameworks with data quality assurance process and systems, database maintenance; appropriate data documentation and dissemination of results.
  • Develop and deploy Feedback Monitoring and Accountability systems and ensure feedbacks from program beneficiaries feed into management decision-making
  • Periodic sharing of projects progress update and challenges with relevant stakeholders and donor.
  • Frequently visit field and perform results-based monitoring.
  • Assist in developing tools for quantitative and qualitative studies and facilitate training of enumerators with appropriate guidance.
  • Impart training and build capacity of M & E staff and volunteers.
  • Independently analyze the M & E data and produce reports in English and Bangla  on monthly, quarterly and annual basis for management
  • Work with Business Development unit to develop successful bids/proposals with strong theory of change and Results Framework.
  • Ensure accuracy, validity and reliabilities of data/information from raw to reporting level.

2. Knowledge Management:

  • Lead the development and implementation of The Hunger Project Knowledge Management Strategy.
  • Develop a system for proper gathering of program reports, qualitative information, success stories, case studies, lessons learnt and other relevant information of the various project of the organization and ensure that these are properly stored, shared and utilized.
  • Facilitate capacity building of the staff of the MEAL and KM unit.  Organise and conduct orientation sessions on knowledge management.
  • Maintain strong, collaborative and supportive communication with entire team, partners and various network members.
  • Capture and disseminate project learning along with enduring effective knowledge management between departments and to ensure the whole organization, especially the Business Development unit, benefits from and applies programmatic learning.

 

Qualifications, experiences and expertise
  • Master’s Degree in Economics, Statistics, Development Studies or other related disciplines with excellent academic result.
  • Excellent verbal and written communication skills in Bangla and English.
  • Minimum 5 years experiences in managerial position of public, bi-lateral or multilateral development institutions or non-profit organizations in the related field.
  • Management skills and experience in supervising multi-disciplinary teams.
  • Strong analytical and problem-solving skills, creativity, resourcefulness and flexibility
  • Proven interpersonal and intercultural skills, including flexibility and sensitivity.
  • Exceptional transformative leadership skills, building the relationship with others.
  • Evidence-based monitoring and evaluation framework and programs with emphasis on participatory and partnership –based meal approaches.
  • Experiences in real time monitoring.
  • Computer proficiency in word processing, database, spreadsheets and presentation programs and also data analysis program- SPSS, Stata, Ms Access etc is must.
