The Hunger Project-Bangladesh (THP-BD) is a highly-regarded, the largest volunteer-based development organization in the country, with over 250,000 volunteers, implementing strategies of gender-focused community-led development across the country since 1991 to create hunger and poverty free self-reliant Bangladesh. The Hunger Project empowers millions of women and men, youth leaders, local elected representatives, CSO to end their own hunger.

Job Summary:
The internal auditor and compliance officer is responsible for carry out internal audit of the organization in accordance with the International Standards on Auditing (ISA) published by the International Federation of Accounts, donor agreement, local laws, financial, HR and other policies of the organization and should include such tests and controls, as necessary for performance of the audit. S/he is also responsible for oversee that compliance are followed properly and identify the probable risks of non-compliance of rules and regulations, law of the land as well as donor requirement. The Incumbent report to the management how to mitigate the probable risks.
Essential Responsibilities:
- Develop an annual internal audit and compliance plan. Assess that all the policies and procedures are being applied in the organization properly and compliance are executed as per the annual plan.
- Ensure that accepted accounting and audit principles and policies are followed and evaluate the adequacy and effectiveness of internal accounting procedures, operating systems, and controls, recommend improvements for better systems through periodic reviews.
- Carry out internal audits of all entities of the of the organization, report the findings together with recommendations in accordance with internal policies, guidelines and procedures.
- Ensuring internal control systems adhere in every step of the financial and program management.
- Undertake special investigations, audit asked by the Country Director/DFA.
- Evaluate the effectiveness of organization risk management systems and procedures, as necessary and recommend the area of improvement.
- Provide advice and support to ensure that recurring or systemic weaknesses identified from audits and investigations are addressed effectively.
- Provides guidance to mitigate potential risks or conflict.
- Ascertain funds have been used in accordance with the relevant financial norms and financial regulations with due attention to economy and efficiency and only for the purpose for which the financing has been provided by the donors and THP Global Office.
- Analysis changes of rules and regulations applicable for the organization-such as income tax act, vat act , foreign donation act, stamp act, NGOAB rules etc. on a regular basis and report the management regarding changes and guide the finance and related officials accordingly..
- Goods, works and services have been procured in accordance with the approved budget, and as per THP-BD Procurement Policies.
- Ascertain the reliability of integrity, controls, security and effectiveness of the operation of computerized system. Identify constraints, if any, and guide for timely update and in adhering to the internal control procedures.
- Verify and reconcile the Statement of Expenditure submitted by regional and sub-regional office to THP-BD Dhaka Office with reference to records and books of account maintained regional and sub-regional Offices.
- Conduct reviews with a zero-tolerance policy perspective such as safeguarding and fraud, bribery, and corruption, and report immediately if any non-compliance is noted.
- Any other tasks as assigned by the management for achieving organizational goal.
Requirement for the position:
Educational Qualification:
Master’s degree in accounting from a reputed University. CA course completed and partly qualified from a reputed CA firm will be given preference.
Good command over English and Bangla both verbal and written is necessary.
Other Qualification and Experiences:
- The ideal candidate must have 6+ years of experience at local/international NGOs in the areas of Compliance, Internal Audit, Risk Management.
- A track record of delivering internal audits and consistently achieving high-quality, timely results.
- Experience in conducting risk-based reviews of systems and processes, identifying weaknesses and areas for improvement.
- Be committed to undertaking work in a logical and disciplined manner, following the prescribed methodology.
- Able to cope with conflicting priorities in a timely manner.
- Sound knowledge of GAAP accounting principle.
- Sound knowledge in USAID, EU, FCDO and single audit and compliance requirement
- Be able to demonstrate high standards of ethics and integrity.
- Have knowledge and understanding of national and international accounting and auditing standards, national regulations, situation analysis skills, and knowledge of the partnership and development sector.
- Competency in any accounting software preferably QuickBooks/Intacct, and in Microsoft Word and advance level excel.
