Human Relief Foundation is a charity set up by the United Kingdom in 1991. For over two decades, the Human Relief Foundation has been instrumental in saving lives & relieving suffering in some of the world’s poorest regions. HRF responds to emergencies by providing aid to damaged areas in different parts of the world and tries to reduce the major losses caused by these disasters. HRF has been implementing Multi-Sector Assistance for Displaced Rohingya and Host Populations in Cox’s Bazar Bangladesh. The project will be implemented through local partners who have relevant experience and expertise. Currently, HRF is seeking a MEAL Manager to provide technical support to the implemented partners for ensuring quality implementation and producing analytical and quality reports as well as conducting different surveys and research.

SCOPE OF ROLE:
The Monitoring Evaluation Accountability & Learning (MEAL) Manager will lead the data collection, quality assurance and producing the quality report in the Response Program in Cox’s Bazar with support to the country team as and when required. The position holder will ensure the quality and accountability of HRF’s work, bringing immediate and lasting changes in the lives of vulnerable people both for the Rohingya and the Host population.
The MEAL Manager will bring significant experience and innovative ideas to lead on MEAL system implementation, review and evaluations, MEAL budgeting, and recruitment, as well as support proposal writing and log frame development. The post holder will ensure that all Human Relief Foundation (HRF) and partner projects are supported to ensure the quality, effectiveness, and appropriateness of their programmes. The post holder will also develop a system for capturing learning across the projects and ensure that the learning's reflected in the project design and/or revision. To ensure Accountability the MEAL Manager will be responsible to establish the Accountability system including Complaint and Feedback Response Mechanism (CRFM) in the response program.
The MEAL Manager will lead in building the capacity of staff and partners on MEAL but particularly on quality assurance, accountability, and participation. Ultimately, s/he will ensure that the programme has evidence-based knowledge to inform the direction of the programme from assessment and regular programme monitoring documents. Special attention should be paid to the positive and negative impact that interventions have on communities and marginalized and disabled persons. This analysis will need to be made available to all HRF staff and external stakeholders where appropriate.
Job Description/Responsibilities:
MEAL Framework Development and Promoting
- Lead the development and management of the overall MEAL system to the Humanitarian and development program, ensuring accountability to donors, project participants/ beneficiaries and related stakeholders.
- Provide day-to-day strategic and technical guidance and support to the project team members to implement the project activities with quality and quantity.
- Promote all aspects of MEAL to support the creation of an organisational culture which prioritizes quality programming.
- Build strong relationships with colleagues and provide support as required to ensure the MEAL system is understood and supported at the country level and Rohingya Response office level.
- Work closely with the programme teams to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management, and impact.
Monitoring and Quality Assurance:
- Developed different and needed base survey tools and conducted survey and need assessment for all projects as well as related activities with targeted areas with the close collaboration of the implemented partners.
- Develop monitoring tools in line with project proposals and ensure the quality of each project.
- Facilitate the staff development initiative for process monitoring and quality assurance.
- Develop quality assessment tools and measure the quality and quantity.
- Conduct survey, Post Distribution Monitoring and need assessment for all activities with targeted areas with partners.
- Regular and frequent field visits to provide on-spot feedback to track the activities in line with the project log frame and objectives.
- Manage and support the team to ensure that the MEAL system operates effectively with the support and resources required and that there are clear links and reporting lines between the field and other program teams.
Technical Support to the Partners and the Team:
- Provide technical assistance/support to the project team in designing data collection tools, methods, and progress monitoring techniques.
- Review the project activities plan, progress, and report for each partner’s organization according to the project proposal, log frame and detailed action plan.
- Supervise the implemented activities under partner organizations for ensuring the quality of schemes/shelters.
- Provide required technical support to front-line staff to maintain quality.
- Develop detailed activities plan & budget, implementation guidelines for partner staff and the team.
- Ensure all the planned activities are within the timeline for each partner and HRF.
- Ensure all deliverables of the project through reviews and disseminate findings among relevant stakeholders/sectors.
- Provide and ensure the support to implement the activities with standards as per project guidelines and design.
- Support the partner’s technical staff/team for all activities as per guidelines.
Programme Development and Resource Mobilization:
- Ensure that MEAL is integral to the programme design stage and features in all proposal development.
- Ensure that MEAL resources are included in proposal development and work creatively to secure funding from diverse sources, to ensure that MEAL is integrated into emergency and development programmes sustainably.
- Participate actively with the programme team to develop competitively and win project proposals.
Promoting Learning for Strategy Development and Dissemination:
- Ensure that data are brought together and findings from across thematic and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organisation.
- Lead on monitoring and improving the synergy and integration of thematic programmes to enhance the delivery of outstanding results for the Rohingya & the Host communities.
- Communicate top-level learning/analysis reports and monitoring data to ensure that management can make informed decisions on a timely basis to scale up and face operational challenges.
- Ensure proper dissemination of the learning to replicate into organizational development processes and resource mobilizations.
Coordination and Networking:
- Maintain effective communication, coordination, and collaboration with GoB/NGOs officials like RRRC Office, CiC, Site management, Cluster/Sectors, DC/UNO office, relevant government departments (Under Ministry of MoDR, MoSW and DSS etc.) and local representatives.
- Participate in different meetings, and training workshops organized by GoB, UN agencies, NGOs, Sectors, and other stakeholders.
- Maintain effective coordination and communication with the Partner’s organization.
- Participate in regular staff meetings (Weekly, Monthly and need base).
- Ensure good relations with project teams and other relevant stakeholders in the project locations.
Accountability and Safeguarding:
- Represent the organization to key stakeholders and provide them with information about project objectives, risks, constraints, and progress.
- Support the development and implementation of the organizational advocacy strategy in line with the goals and objectives of the project and the wider aims of the organization.
- Maintain a gender-sensitive approach in all stages of programme implementation.
- Maintain programmatic sensitivity to the cultural norms of the Rohingya and Host population.
- Ensure active consultation and engagement with different stakeholders.
- Create CRM for all areas of programme activity.
- Integrate protection safeguarding measures throughout programme design.
Other:
Other responsibilities & duties as required by the line Manager.
Qualifications:
- Master’s degree in an area of social science/development studies or equivalent.
- Fluency in English, both verbal and written.
- Commitment to HRF values.
Experience and Skill:
Essential:
- Minimum of 08 years of MEAL experience in humanitarian and development contexts in national and international organizations.
- Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Strong results orientation, with the ability to challenge existing mindsets.
- Experience in solving complex issues through analysis, the definition of a clear way forward and ensuring buy-in.
- Ability to present complex information succinctly and compellingly.
Desirable:
- Previous deployments in complex humanitarian crises
- Previous experience in the Cox’s Bazar
- Remote management/contingency planning
- Understanding of Chittagonian language is a plus.
