Country Program Overview:

Starting in 1978 by promoting and implementing Nutrition programs, today, Helen Keller Bangladesh is implementing program work in Dhaka, Sylhet and Chittagong Hill Tracts through and with the government of Bangladesh, as well as national and international partners and NGOs, academic and research institutions, and the private sector. Since its beginning, Helen Keller Bangladesh has worked with over 150 local, international and government partners to establish Enhanced Homestead Food Production (HFP) programs benefiting over 4.5 million people. We are currently implementing programs to prevent blindness and Neglected Tropical Diseases alongside programs to improve nutrition and food security that integrate gender-sensitive approaches

We are seeking a qualified and experienced Procurement Officer for the Transforming Lives Through Nutrition Project. Transforming Lives Through Nutrition (Transforming Lives) is a grant-funded consortium uniting three nonprofits, including Helen Keller Intl, Vitamin Angels and iDE, and have been established to offer an impactful way to improve the nutrition of underserved pregnant women, infants and young children globally. This work is funded by The Church of Jesus Christ of Latter-day Saints as part of its humanitarian efforts implementing in 12 countries including Bangladesh. The goal of the Transforming Lives Through Nutrition initiative is to improve maternal and child health, through the delivery of proven nutrition interventions and strengthen health and food systems at scale by putting women and children at the center.

POSITION SUMMARY

The Procurement Officer is responsible for carrying out procurement activities in compliance with Helen Keller Intl’s procurement policies and donor requirements. The person is responsible for transparent, compliant, timely, and cost-effective procurement of goods, services, and equipment while maintaining complete and auditable documentation. The position will also support for ensuring payment of supplier and service provider. In addition to this he/she will support travel arrangement, ticketing, logistics support to event management etc.

KEY RESPONSIBILITIES

1. Procurement Management (Primary Responsibility)

  • Plan, initiate, and manage procurement of goods, services, and equipment in compliance with Helen Keller Procurement Policies and Procedures.
  • Prepare and issue RFQs, RFPs, and public tenders using Helen Keller online procurement system (ERP).
  • Obtain and evaluate quotations in line with procurement thresholds with best value or lowest-priced technically acceptable methods.
  • Coordinate bid evaluation processes, including Bid Comparison, Bid Evaluation Summaries, Selection Memoranda, and Price Analysis.
  • Facilitate Bid Selection Committee processes for high-value procurements.
  • Prepare and process Purchase Orders, Service Contracts, Blanket Purchase Agreements, and Sole Source documentation.
  • Ensure vendor vetting, eligibility checks, and compliance with donor regulations, including Helen Keller requirements where applicable.
  • Track procurement timelines to ensure timely delivery of goods and services.
  • Ensure timely payment of vendor, supplier and service provider.
  • Maintain complete procurement files into online system for audit and compliance purposes.

2. Vendor and Contract Management

  • Identify, pre-qualify, and maintain an approved vendor database.
  • Negotiate pricing, delivery schedules, and terms to ensure best value.
  • Monitor vendor performance and address quality, delivery, or compliance issues.
  • Initiate vendor development in Dhaka and project areas to ensure compliance and timely support to program.
  • Initiate framework with vendor of recurring/essential items like vehicle hiring, regular IT equipment, stationary etc.
  • Ensure contracts and POs are properly executed and closed out.

3. Logistics Support to staff and visitor

  • Support office logistics, including workshops, meetings, and travel arrangements.
  • In addition to this the person will support for travel arrangement, ticketing, logistics support to event management etc.
  • Coordinate office facilities management, vehicle usage, and maintenance.
  • Ensure vehicle reports, fuel consumption records, insurance, and registration documents.
  • Support expatriate visa and work permit processes as required.
  • Coordinate with field offices to support procurement needs.

4. Compliance, Reporting, and Process Improvement

  • Ensure full compliance with Helen Keller policies, donor regulations, and internal controls.
  • Prepare procurement reports and provide information for audits and management reviews.
  • Identify gaps and recommend improvements in procurement systems and processes.
  • Maintain confidentiality, integrity, and ethical standards in all procurement activities.

ACCOUNTABILITY:

The role ensures transparent, compliant, timely, and cost-effective procurement of goods, services, and equipment while maintaining complete and auditable documentation and support to the project team are the main areas of assessing performance.

QUALIFICATIONS:

  • Bachelor’s degree in Business Administration, Supply Chain Management, Logistics, or a related discipline from a recognized university.
  • A Master’s degree in a relevant field is an added advantage.

EXPERIENCE:

  • Minimum 5 years of relevant experience in procurement and logistics functions.
  • Strong knowledge and experience of implementing procurement processes, driving contract compliance and embedding buying best practice
  • Excellent supplier management skills and a strong ability to hold suppliers accountable to deliver on their responsibilities
  • Knowledge of NGO/ Donor policies and their compliance requirements in respect of Procurement and wider supply chain activity
  • Strong interpersonal and communication skills including influencing, negotiation and coaching.
  • Excellent organisational skills, with the ability to juggle multiple tasks with competing priorities and simultaneously stick to deadlines, whilst maintaining relationships with suppliers
  • Strong written and verbal communication skills in English.
  • Proficiency in MS Office and procurement tracking systems.
