Country Program Overview:
Starting in 1978 by promoting and implementing Nutrition programs, today, Helen Keller Intl Bangladesh is implementing program work in Dhaka, Sylhet, Sunamganj, Dinajpur and Barishal through and with the government of Bangladesh, as well as national and international partners and NGOs, academic and research institutions, and the private sector. Since its beginning, Helen Keller Intl Bangladesh has worked with over 150 local, international and government partners to establish Enhanced Homestead Food Production (HFP) programs benefiting over 4.5 million people. We are currently implementing programs to prevent blindness and Neglected Tropical Diseases alongside programs to improve nutrition and food security that integrate gender-sensitive approaches

SCOPE OF THE POSITION
The Project Manager will lead the implementation of the cataract screening and service delivery project, working closely with government officers at national, district, upazila, and union levels under the Ministry of Health and Family Welfare. S/He will provide technical guidance to staff at the partner hospital, Gausul Azam BNSB Eye Hospital, ensuring effective community-level service provision.
The role requires close collaboration with the country core team, Gausul Azam BNSB Eye Hospital (Dinajpur), and Dr. Shroff’s Charity Eye Hospital (India) to ensure the project is executed on schedule, with high-quality outcomes and strong stakeholder engagement. The Project Manager will serve as the key driver for project coordination, capacity building, and strategic implementation, ensuring measurable improvements in community eye health. Though the position has no direct supervisory responsibilities, the Project Manager will coordinate and guide partner hospital staff and multiple stakeholders to achieve project objectives
PROGRAM IMPLEMENTATION & PLANNING
- Understand project objectives, principles, and approaches, ensuring alignment with the goal of eliminating cataract blindness and improving rural livelihoods.
- Develop detailed project plans, including scope, objectives, timelines, and budget allocation.
- Conceptualize and lead the design of a sustainable, community-based eye care model for Bochaganj, including context-appropriate Behavior Change Communication (BCC) strategies.
- Support financial planning by consulting the approved project budget and assisting the Finance team with financial and procurement plans in line with project agreements.
- Establish strong collaborations with partner hospitals and government sectors.
- Provide comprehensive support for technical services, administration, logistics, budgeting, and NGOAB compliance for project implementation.
- Prepare start-up and monthly implementation plans with budgets aligned to annual and quarterly activity plans and reporting requirements.
- Ensure a results-based management approach by setting clear performance indicators and regularly tracking progress towards project targets.
- Identify and manage project risks proactively, developing mitigation strategies to address challenges and ensure project objectives are met.
CAPACITY BUILDING
- Strengthening capacities of stakeholders through training, workshops, communication, and support in developing institutional linkages with relevant public and private sectors.
- Maintain ongoing liaison with private sector actors, service providers, training institutions, academic institutions, local NGOs, and government health departments to address sectoral development needs
- Foster partnerships with private sector, academic institutions, and local NGOs to leverage expertise and resources, in line with Helen Keller Intl’s strategic priorities

PROGRAM COORDINATION & SUPPORT
- Lead project planning and implementation while maintaining close collaboration with DGHS, National Institute of Ophthalmology and Hospital, Civil Surgeon Office, and Dinajpur Medical College at national and sub-national levels.
- Coordinate project activities and resources, ensuring stakeholder alignment and timely delivery.
- Organize and assist in advocacy meetings and workshops with relevant stakeholders at national and sub-national levels.
- Supervise timely management and operations of all project components.
- Actively coordinate with the country core team, implementing partner staff, donors, NGOs, and government partners.
- Ensure timely documentation, reporting, and monitoring of project progress, and share updates with organization and partners.
- Ensure transparent reporting and compliance with donor, NGOAB, and organizational standards, including timely audits and documentation.
- Support implementation research to evaluate program outcomes and impact, collaborating with academic partners to generate evidence for decision-making.
- Lead documentation of innovative approaches and lessons learned, ensuring project evidence informs national eye health programming and donor dialogue.
- Facilitate communication between country team members, government officials, implementing partners, and other stakeholders to maintain clarity and alignment on project goals.
- Provide necessary information to partner management as requested.
RECRUITMENT REQUIREMENTS:
Education & Aptitude
MBBS with a master’s in public health (MPH) is mandatory. Candidates with additional experience in global eye health interventions will have an advantage.
Experience & Knowledge
- Minimum 8 years of progressively responsible experience in public health projects implemented by national/international NGOs or UN bodies, including 3–4 years in managerial roles. Experience in eye health is highly desirable.
- Proven expertise in program planning, implementation, budgeting, financial management, staff management, report writing, and monitoring & evaluation.
- Strong management skills with the ability to provide strategic guidance, technical oversight, mentor staff, build effective teams, develop workplans, and manage budgets.
- Excellent English communication and report-writing skills.
- Proficient in MS Word, Excel, PowerPoint, and other relevant software.
- Experience working with government departments and delivering training to diverse audiences.
- Female candidates will be preferred.
