We are currently seeking an Finance Assistant based at Dhaka for the “Transforming Lives through
Nutrition” of Helen Keller Intl Bangladesh.

COUNTRY PROGRAM OVERVIEW

Starting in 1978 by promoting and implementing Nutrition programs, today, Helen Keller Bangladesh is implementing large scale food and health systems program work in Dhaka, the Chittagong Hill Tracts (CHT), Sylhet, Sathkhira, Bogura, Pabna and Narayangonj through and with the government of Bangladesh, as well as national and international partners and NGOs, academic and research institutions, and the private sector.

Since its beginning, Helen Keller Bangladesh has worked with over 150 local, international and government partners to establish Enhanced Homestead Food Production (HFP) programs benefiting over 4.5 million people.  We are currently implementing programs to prevent blindness and Neglected Tropical Diseases alongside to programs to improve nutrition and food security that integrate gender-sensitive approaches.

Helen Keller Bangladesh will start to implement “Transforming Lives Through Nutrition” in Sunamganj and Habiganj. This project will focus on Multiple Micronutrient Supplementation (MMS) for pregnant women, Early & Exclusive breastfeeding for children under 5, Infant & Young Child Feeding (IYCF), Acute Malnutrition and Agriculture and Food Systems.

SCOPE OF THE POSITION

The Finance Assistant will work directly with Finance Officer and Finance Manager.

Base Station: Dhaka Office

Responsibilities:

Key Areas Activity Timeframe
Accounting/ Financial and Banking
  • Responsible for checking vouchers including its sub-office’s; proper coding the expenses as per budget line; ensuring proper recording of financial data into the corporate system for HKI.
  • Assist supervisor for preparation of monthly financial report; preparing necessary journal in relation with the month end process; monthly bank reconciliation statement; advance schedules and petty cash reconciliation etc.
  • Responsible for ensuring Sub-Grants disbursement and its reporting and support PNGOs on effective grant utilization.
  • Responsible to check and compile PNGOs financial reports for processing the sub-grants disbursement.
  • Ensure deduction source Taxes and deposit to Govt. treasure per regulations.
On regular basis
Maintain proper filling of the documents and prepare tax and VAT certificate
  • Ensure proper filling system for documents related with the finance e.g. the donor contract, monthly report, fund request/invoice, sub-grants contract, budget, modification, fund disbursement documents/records etc.
  • Prepare tax and VAT deduction certificate and delivery to the concern.
  • Ensure to prepare withholding tax and VAT return and submission to the govt.  per regulations.
On regular basis
Financial Monitoring
  • Assist to prepare annual monitoring visit plan and use standard monitoring tools.
  • Monitoring of Sub- offices and partners at field level and prepare the reports.
  • Prepare a report archive for keeping all soft and hardcopies of monitoring reports.
  • Assist to prepare individual/annual CAP based on report and its response.
  • Assist to prepare sub office and partner performance and reconcile risk mitigation reports.
  • Prepare, monitor, maintain documentation and keep records for all sub-grants related activities.
Periodically
Audit facilitation and follow-up
  • Assist to prepare an annual audit calendar as per donor and NGOAB requirements.
  • Ensure to prepare RFP for conducting annual audit.
  • Prepare various Financial statement as per requirement and Coordinate with Auditors.
Periodically

Timely implementation of effective procurement process, administration, inventory management, asset management and support to the HR dept. are the main areas of assessing performance.

Recruitment REQUIREMENTS

Education and aptitude: Bachelor's/university degree, preferably in Business Administration, Management, or any other related discipline.

Job-related experience and knowledge

  • Bachelor’s degree in accounting/Finance/BBA Major in Accounting/Finance is preferable. CA-CC, CA/ACCA (partly qualified) will be considered as an added advantage.
  • Minimum of 3-5 years of experience working within office operations as an Finance or Audit Assistant or officer position.
  • Previous experience working for an INGO or International developing agency.
  • Demonstrated ability to work under pressure and meet deadlines.
  • Ability to communicate well in person and in writing such as letters, reports and policy documents.
  • High level organizational skills and ability to prioritize tasks in a busy environment.

Time required in job to reach effective performance: Probation period – 3 months
