Helen Keller International (HKI), an International NGO, has been working in Bangladesh since 1978. HKI implements different projects in partnership with national and international NGOs, development partners, academic and research institutions, and the private sector. HKI takes a gender-sensitive approach to improving nutrition, food security and eye health. Current program areas include Dhaka, Sylhet, Chittagong, and the Chittagong Hill Tracts (CHT).

USAID’s Office of Food for Peace (FFP) awarded HKI a five-year cooperative agreement to lead the Development Food Security Activity, “Sustainable Agriculture and Production Linked to Improved Nutrition Status, Resilience, and Gender Equity” (SAPLING) on September 30, 2015, with the overall goal of improving gender equitable food security, nutrition and resilience of vulnerable people within the Bandarban District. To achieve this objective, HKI is working in partnership with CRS, CARITAS Bangladesh, three local implementing partners, individuals, communities, institutions, traditional leaders and the Government of Bangladesh to affect enduring positive change in its program areas by addressing immediate needs while investing in the future.

HKI is seeking qualified candidates for the following positions for its SAPLING project. Preference will be given to qualified candidates from Bandarban Hill District and CHT in general.

Title : Manager Management Information System (MIS) and Geographical Information System (GIS)
Job Location : Dhaka
Reporting to : Director – Finance and Grants
Duration : The project period is through September 2020; expected start date in October/November 2019.

Scope of Work

The Manager MIS and GIS will develop, maintain and support Web-based and/or mobile based data management tools integrated with GIS system. The Manager MIS and GIS will work closely with Director Monitoring and Evaluation, IT and other technical staff to provide successful management, design, and implementation of knowledge management and information applications/ technologies. The Manager will participate in various forums to present the project’s results and updates. The Manager MIS and GIS will develop a relational database system consistent with project activities in target areas. This position will be responsible for analysis and information with the objective of quality implementation of program through SAPLING’s comprehensive and integrated MIS, as well as ensuring proper documentation of data and information at all levels of the projects.

Job Responsibilities

  • Develop, maintain, and update SAPLING’s comprehensive and relational M&E, Management Information System (MIS) and GIS in line with SAPLING’s overall objective.
  • Make sure the implementation of M&E and MIS to collect and report required disaggregated data/information as per requirement of the donor and management staff.
  • Ensure compliance with data quality standards and maintain a fully auditable data trail for all M&E indicator figures that are reported.
  • Facilitate and participate in regular meeting/workshop/training with program and stakeholders in regards to MIS and GIS related activities.
  • Establish linkages with MIS and environment and gender monitoring tools to analyze the outputs and/or effectiveness of the outcomes of the integration of environment and gender into activities.
  • Provide necessary consistent data/information to Director M&E and other relevant project personnel to support preparing different donor and management reports in time.
  • Provide on-the-job orientation/support to prepare GIS based maps that support locket activities. 
  • Conduct trainings on MIS and GIS topics for relevant staff and develop operational/user guidelines/manuals to ensure quality MIS and GIS implementation
  • Develop the MIS related documents, plans, reports and related frameworks in support to make sure of the SAPLING’s deliverables to USAID on timely basis.
  • Work closely with RLE team and program team for ensuring information is adequately collected and reported on different surveys and studies which directly contribute to reporting DIP, IPTT, ARR, PPR, Quarterly Report and to GOB.
  • Contribute in design & undertake special studies as per need e.g. Semi-annual survey, Annual survey, Base-line, mid and End line evaluations, case studies on special issues.
  • Coordinate, collaborate and work closely to extend technical support and assistance to field M&E team and other relevant SAPLING staff including Gender, Environment and implementing partners in order to carry-out M&E activities on timely basis.
  • Supervise MIS and GIS staff to carry out his/her duty in time and contribute to improved productivity (quality and quantity) of the team members.
  • In absence of Director M&E, Manager-MIS and GIS will take the M&E team responsibility.
  • All other duties as requested by the Director M&E and/or Chief of Party.

Required Qualifications

Education and Aptitude

  • Masters degree in a pertinent field (for example: Computer Science, Statistics, Electronics, Math etc.) and/or degree in relevant field.

Job related experience and knowledge

Required:

  • Demonstrated experience on development of comprehensive and integrated Management Information System (MIS) in line with different requirements using mobile based software.
  • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (MSSQL Server, MS Access, SPSS/STATA etc.)
  • Sound working knowledge on information technology; experience in the usage of office software programs (MS Word, Excel, Power-point, visio etc.) and advance comprehension of spreadsheet.
  • Programming knowledge for web development and mobile based programming.   
  • Fluency in spoken and written English and Bangla languages.
  • Willingness to travel to project sites within upazilas, unions and villages

Desired:

  • Demonstrated experience in designing and implementing integrated food security programming in a developing country context
  • Prior experience with USAID projects, procedures, policies and reporting requirements.
  • Experience in advocacy, policy development, program monitoring and evaluation; and critical analysis (eg interpreting and writing scientific articles, reports, policy documents)
  • Experience and skills in quantitative and qualitative research methods, survey design and implementation;
  • Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy and team work skills.
  • Previous experience working in the CHT areas and/or knowledge of the CHT region;.
