Finance & Administration Officer |
The Finance and Administration Officer (F&AO) play a key operational role in ensuring smooth financial management and administrative support for the ENABLE project at the field level. In line with the project design the F&AO oversees accounting, budget monitoring, compliance, partner financial coordination, logistics, and administrative systems to support effective project implementation. The role works under the supervision of the Project Manager, with functional/technical guidance from the Country Office Finance and Admin units.

The key responsibilities for this role may include the following but are not limited to:
Key Responsibilities:
Financial Operations & Accounting
- Manage daily financial transactions, ensuring compliance with organizational and donor standards.
- Day to day prepare the financial transaction and transfer the data to the BANANA software.
- Maintain accurate accounting records (cashbook, bank book, journals, ledgers).
- Conduct monthly bank reconciliation and ensure proper petty cash handling.
- Ensure all vouchers, receipts, supporting documents, and approvals are properly filed and audit ready.
- Monitor financial processes at the field office in line with Country Office (CO) systems and templates.
- To ensure the VAT and Tax issues are appropriate and applicable.
Budget Monitoring & Financial Reporting
- Assist the Project Manager in preparing monthly budget forecasts and expenditure updates.
- Support financial monitoring using CO-compliant formats and tools.
- Track spending against approved budgets and report significant variances.
- Provide transaction-level support for internal and donor reporting (SIDA/HSI).
- Share timely financial updates with the PM and Head of Finance.
- Support project team in preparing yearly budget and annual plan of operation.
Partner NGO Coordination & Compliance
- Support the capacity development initiatives of partners (CSO and their networks) on organizational independence.
- Support and administer the grant scheme planning, selection and management for CSOs and their networks.
- Review’ the fund requests of CSOs and their networks (as and when required), prepare financial reports, and ensure documentation.
- Responsible for ensuring NGOAB compliance (FD-6 revision, fund clearance, UNO certificate) and regulations.
- Support and facilitate audit for the project and also for the CSOs and their networks.
Administrative & Logistical Support
- Support procurement processes including quotes, documentation, vendor coordination, and payment processing as per organizational policy and donor standards.
- Arrange logistics for trainings, workshops, travel, meetings, and field events.
- Maintain inventory and asset registers in collaboration with the CO admin team.
- Ensure compliance with admin policies, VAT/Tax rules, and NGOAB documentation requirements.
- Ensure safety and security of the local offices and take proactive initiatives for addressing risks.
Coordination & Communication
- Maintain strong coordination with CO Finance and Admin focal person (PSU) for alignment of standards, formats, timelines, and reporting.
- Act as the primary finance & admin point at the project location, supporting field teams and engaging regularly with the CO.
- Coordinate with CO units including Procurement, HR, Admin, and IT to facilitate field-level operations smoothly.
- Support and guide the Young Professional (Finance) for financial and administrative matters.
Required Qualifications:
Education:
- Master’s degree in Accounting, Finance, or Business Administration or related fields.
Experience:
- Minimum 3 years’ experience in NGO finance & administration roles.
- Solid knowledge of accounting software (BANANA/ Tally/QuickBooks), MS Excel, VAT/TAX rules, NGOAB compliance.
- Experience working in multi-supervisor or matrix management settings is an advantage.
- Prior experience with donor-funded projects (SIDA preferred) and partner management is desirable.
Skills:
- Strong knowledge of financial principles, budgeting, and reporting.
- Proficiency in financial management software and advanced use of spreadsheet applications.
- Excellent attention to detail and ability to work with large volumes of financial data.
- Detail-oriented with the ability to multi-task and prioritize.
- Ability to maintain confidentiality and handle sensitive information.
- Ability to work under pressure and complete deliverables on time.
- Fluent in English both written and spoken.

We offer you
A national employment contract up to 31 December 2028 with a monthly consolidated salary in the range of BDT 132,947 – 146,064/- CTC (may vary based on experience and current remuneration), along with other admissible benefits, such as Mobile Allowance, Provident Fund, Gratuity, Festival Bonus, Seniority Bonus, Medical Insurance with health and life coverage, Annual leave of 25 days, Sick leave of 15 days and excellent opportunities for professional development.
