Lead - Humanitarian Response and Emergency Management

We are seeking a highly skilled Lead – Humanitarian Response and Emergency Management with expertise in humanitarian response and management, project cycle management, gender justice, economic empowerment, and nexus programming to lead and oversee our strategic initiatives. The Lead – Humanitarian Response and Emergency Management will be responsible for managing the overall planning, implementation, monitoring, and evaluation of the selected project to ensure successful outcomes in line with the respective project. At the same time, this role requires a strong competence on humanitarian / emergency response management. In addition, the person will represent Helvetas in Cox’s Bazar and will be responsible for overall coordination of the project implemented in Cox’s Bazar. The key responsibilities for this role may include the following but are not limited to:

Key Responsibilities:

  • Lead and strengthen the organizational competence for the effective humanitarian response and management.
  • Develop guidelines, manual, contingency plans, rapid response plans, and strategic directions for humanitarian response and emergency management for the organisation.
  • Oversee the planning, execution, monitoring, and evaluation of humanitarian projects in coordination with cross-functional teams and implementing partners (CSOs and Government).
  • Cultivate and maintain partnerships with relevant stakeholders, including government agencies, UN bodies, INGOs, CSOs and local communities.
  • Identify funding opportunities, engage with donors, and oversee grant proposal development for emergency response programs.
  • Mentor and coach team members and selected partner CSOs to build their capacity in emergency response and management.
  • Contribute to the dissemination of best practices and knowledge sharing within the organization and the broader sector.
  • Provide leadership, guidance, and support to project teams and partner NGOs to facilitate effective project implementation in Cox’s Bazar.
  • Ensure compliance with donor regulations, organizational policies, and local laws.
  • Develop and manage program budgets, ensuring financial accountability and transparency including effective risk management.
  • Represent Helvetas in Cox’s Bazar particularly and in the country when need arises with key stakeholders on humanitarian management and response aspects.
  • Monitor project progress and performance and make data-driven decisions for continuous improvement and also, develop and maintain project documentation, reports, and communication materials.

Required Qualifications:

Education:

  • Master's degree in a relevant field (e.g., International Development, Emergency Management, Public Health, Humanitarian Affairs, International Development, Disaster Management).
  • Certification in project management (e.g., PMP) is a plus.

Experience:

  • At least 7-10 years’ proven experience in humanitarian response, and emergency management such as conflict, disaster, and or displacement contexts.
  • At least 4-5 years of strong project management competence, preferably in roles related to gender justice, economic empowerment, and nexus programming.
  • At least 3 years in a senior management role and or large program management.
  • Ability to incorporate nexus programming to address interconnected challenges of humanitarian response and development sectors.
  • Proven experience in donor relations, proposal writing, and grant management.

Skills and Competencies:

  • Sound understanding in the areas of DRR, CCA and Gender & social inclusion.
  • Strong understanding of humanitarian principles, Sphere standards, and international humanitarian law.
  • Excellent leadership, team management, and decision-making skills.
  • Knowledge of gender justice principles and experience in promoting gender equality within project contexts.
  • Familiarity with economic empowerment strategies and their application in development projects.
  • Excellent communication, analytical, problem-solving, and leadership skills.
  • Demonstrated ability to work effectively in a multicultural and diverse environment.
  • Experience of working in Humanitarian context.
  • Strong skills in networking, advocacy, collaboration and donor liaison.
  • Demonstrated high-level technical, and interpersonal skills.
  • Adaptability to rapidly changing environments and high-stress situations.
  • Fluent in English both written and spoken.
  • Ability to coach and mentor partners.
