MEAL Officer

We are seeking a competent and experienced MEAL Officer with expertise in implementing cash for work activities within both humanitarian response and development projects. The ideal candidate will play a crucial role in MEAL system development and implementation in the Cash for Work programs that enhance the resilience and economic empowerment of host communities in Cox’s Bazar. The key responsibilities for this role may include the following but are not limited to:

Key Responsibilities:

  • Assist in developing and monitoring the overall monitoring and results measurement (MRM) system and subsystems in a participatory manner.
  • Select or develop processes, tools (including mobile-based monitoring tools), and techniques for capturing information on project impacts, outcomes, outputs, processes, and lessons learned.
  • Design and manage a gender-disaggregated participant monitoring database.
  • Conduct regular data quality assessments for MEAL data based on agreed indicators to guide decision-making.
  • Develop or contribute to the development of quarterly, annual, and other event reports, as well as reports for different platforms, including case incidence, best practices, and process documentation that capture the outcomes of the project based on analysis.
  • Collaborate closely with the MEAL Manager to base the knowledge generated and captured within the monitoring, evaluation, accountability, and learning framework.
  • Maintain close communication with the donors' MEAL team and prepare various reports in collaboration with the Supervisor.
  • Ensure the smooth implementation of project activities according to the M&E plans.
  • Track a project’s progress and ensure its completion before the deadline.
  • Timely update and share data on the 5W matrix with the cluster management system.
  • Build the capacity of partners by sharing project M&E tools with them and providing necessary training support to ensure that partners understand the use of M&E tools.
  • Liaise with other implementing partners and relevant stakeholders, sharing project progress.
  • Facilitate the implementation of monitoring activities for the project with the engagement of staff and partners, supporting them in meeting standards.
  • Share learnings and provide constructive feedback to colleagues to ensure programme quality.
  • Build staff capacity through training to ensure the adoption of new data monitoring tools and the quality of data collected.
  • Provide need-based orientation or training to relevant project personnel and partner NGO staff members on the MRM system, data gathering, and entering data into the database.
  • Provide feedback to project managers for programme revisions and amendments based on monitoring or evaluation findings.

Required Qualifications:

Education:

  • Bachelor's or Master’s Degree in any of the following disciplines: Development Studies, Statistics, Economics, or relevant disciplines from any reputed university.
  • Professional certification in data management will be an added advantage.

Experience:

  • A minimum of 4 years’ experience in a relevant field, preferably in an International NGO.
  • Professional level in MS Office package, KOBO, ODK, data analysis software or other related software.
  • Experience working on WFP-funded projects will add value.
  • Previous work experience with Helvetas will add value.

Skills:

  • Strong organizational and time management skills.
  • Excellent communication and interpersonal skills.
  • Detail-oriented with the ability to multi-task and prioritize.
  • Ability to maintain confidentiality and handle sensitive information.
  • Strong oral and written communication skills.
  • Ability to work under pressure and complete deliverables on time.
  • Fluent in English both written and spoken.
