HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water and reducing water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis in the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

  • Salaries will be based on 73,000 to 76,000 BDT

Salaries will be based on qualifications and experience.

Assignment

Under the supervision of the REACH Assessment Officer, the Project Officer will assist in coordinating with external partners, developing and implementing data collection tools, supervising the field teams, analyzing the assessment findings, and producing research outputs. The Project Officer will be based in the ACTED/REACH Cox’s Bazar office, with extensive travel to field locations in refugee camps in Ukhiya and Teknaf, and the host community in Cox’s Bazar district.

Functions

The Project Officer will be responsible for the following tasks:

  • Contributing to the development of the quantitative or qualitative data collection tools, per the assessment design and requirements
    • Support the Assessment Officer to design and implement the assessment strategy and methodology by contributing to quantitative and qualitative tool design:
      • Use the secondary data review and other materials to identify best research and data collection processes to incorporate into quantitative and qualitative tools.
      • Contribute to the drafting of qualitative and quantitative tools that addresses the research objectives and questions agreed upon in the ToR. Ensure that the tools use contextually appropriate and unambiguous language to ensure that high quality data is collected.
  • Assisting in coordination and monitoring of data collection activities
    • Work with field staff to design and implement assessment procedures, including coordinating and ensuring timely enumerator training and data collection
    • Contribute to the management of logistics, financial, administration and HR processes related to research cycles
  • Supporting coordination with external partners
    • Manage external coordination with research partners by providing technical backstopping, logistical support, and field management support as necessary
    • Attend and contribute to assessment planning meetings with external partners
  • Contributing to data management processes
    • Contribute to the revision and cleaning of quantitative data, and ensure that all revisions are recorded
    • Contribute to the checking of quality and accuracy of technical information provided as well as the confidentiality and protection of collected information
  • Assisting in analysis and product development
    • Contribute to the writing of timely and accurate assessment factsheets and reports which comply with IMPACT’s guidelines
    • Conduct debriefings and presentations of assessment findings with external partners

Educational Qualification

  • Master’s degree in humanitarian or conflict studies, or a bachelor’s degree with at least 3 years of relevant experience, is advantageous.

Selection criteria

  • Minimum one year working in a humanitarian or development response context;
  • Familiarity with the aid system, humanitarian principles, and understanding of donor and governmental requirements; 
  • Experience in quantitative and qualitative research design and tool development;
  • Previous experience in humanitarian or development research is desirable;
  • Previous experience with mobile data collection (e.g. ODK, KOBO);
  • Previous experience in qualitative data collection (e.g. focus group discussions, key informant interviews) is desirable;
  • Strong skills with the Microsoft Office Suite (e.g. Excel, Word, Powerpoint) is essential;
  • Experience with Adobe Suite of products (e.g. InDesign) is an advantage;
  • Experience with quantitative analysis / statistical software (e.g. R, SPSS) is an advantage;
  • Experience with qualitative analysis/research software (e.g. NVivo) is desirable;
  • Demonstrated ability to coordinate teams and partners for data collection;
  • Positive attitude and a willingness to learn;
  • Excellent communication skills;
  • Excellent time management skills;
  • Ability to operate in a cross-cultural environment requiring flexibility; 
  • Fluency in English in addition to Bangla is required, Rohingya language skills are desirable;
