HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular on the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.  

Selection criteria

The main criteria used in the selection of the Project Development Officer are the following:

  • Excellent fluency in English and Bangla (spoken and written)
  • Chittagong dialect is an asset
  • Minimum of 1-year experience working in a similar position - preferably within NGOs
  • Solution-oriented and constructive attitude
  • Proactivity, dynamism, autonomy, and teamwork
  • Ability to adapt and interested in working in an intercultural environment
  • Proficiency in using MS Office (Excel, Word, PowerPoint) essential
  • Commitment to humanitarian principles and inclusive attitude for everyone

Education Requirements

The candidate must have the following educational degree

  • Master's/Bachelor degree in a related discipline (International Relations, Political Science, Law, Social Sciences, etc.)

Key Responsibilities

Grants management:

  • Ensure that contractual obligations (including visibility requirements) and reporting deadlines are known and met by Program, AMEU, and FLATS teams.
  • Constant interaction with the Program teams to collect information on progress and challenges in project implementation.
  • Ensure effective communication to all departments involved (Programs, Finance, Logistics, Administration, and Monitoring & Evaluation) on contractual obligations for relevant internal and external reporting.
  • Organize the project kick-off and close-out meetings, contribute to the drafting of the minutes, and share the latter with the participants and the Headquarters in Paris.
  • Ensure ad hoc requests from donors are addressed in liaison with the CD, program, and support teams.

Reporting

  • Writing and reviewing internal and external narrative reports and relevant annexes ensuring smooth communication with the various focal points with country teams and Headquarters.
  • Liaise with FLATS teams when preparing reports, especially with finance to ensure greater coherence between financial and narrative reports by crosschecking the matching of data in the narrative and financial reports.
  • Contribute to any other ad hoc reporting tasks (internal, external, Headquarters).

Fundraising

  • Preliminary research work and context analysis for the design of project proposals and funding prospects.
  • Support the mapping of donors and partners through the updating of relevant tools.
  • Supporting external relations with donors as required.

Internal and external communication

  • Facilitate internal communication and coordination by taking minutes during meetings and sharing them with all relevant parties
  • Management and archiving of important project-related documents (contracts, amendments, letters) and other relevant resources for the department as required.
  • Contribute to the strategy of external visibility of the organization and its actions in Bangladesh through the creation of information sheets, press articles, etc.
  • Any other ad hoc tasks assigned by the line manager

Line Management

The Project Development Officer will report to and operate under the guidance of the Project Development Manager.
