HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working in particular on the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Selection criteria

The main criteria used in the selection of the Civil Engineer are the following:

  • Fluent in English and Bangla (spoken and written) - Chittagong dialect is a must
  • Minimum of 5 years experience working in a similar position - preferably within NGOs
  • Previous experience in any of the following construction projects: slope stabilization (retaining/protection wall), infrastructure repair and construction of drainage schemes, basic bridge design, and repair, desilting of drainage
  • Previous experience in the management of technical teams
  • Experience with Autocad
  • Proficiency in using MS Office (Excel, Word, PowerPoint) essential
  • Should know humanitarian principles and attitude to work in Refugee Camps
  • Experience in the previous implementation of CfW-based construction projects is an added advantage

Education Requirements

The candidate must have the following educational degree

  • BSc in Civil Engineering
  • Master’s Degree in Civil Engineering (preferred)

Key Responsibilities

  • Supporting the Program manager in management and oversight of DRR construction activities in the camps
  • Lead the assessment of campsites requiring DRR works, feasibility and environmental impact studies of sites, development of technical designs for construction or rehabilitation schemes, and development of project work plans and work schedules for selected sites;
  • Undertake preliminary BoQs, and detailed designs of DRR schemes (including drawings, work plans, material estimations, cost estimations, and technical specifications for required materials and labor) for schemes including retentions walls, stairways, footbridges, walkways, and drainage
  • Working with the construction team and using local laborers to construct infrastructure within camp settings;
  • Quality assurance of works during the design and construction process
  • Quality assurance of construction materials and laborers to ensure compliance with specifications and relevant national/international design standards
  • Establish health safety and environmental plan by WFP guidelines and other international standards
  • Prepare project handover documentation including workforce records, and material lists for project close out
  • Liaise with project stakeholders including Helvetas Site Management teams, Camp in Charge, other agencies, government counterparts, UN agencies, etc. Close coordination with WFP engineering staff when required.
  • Undertaking rapid assessments as required for emergency events (monsoon rains, cyclones, etc.);
  • Working with the construction and CfW team and directly overseeing Construction supervisors across multiple camps

Line Management

The Civil Engineer will report to and operate under the guidance of the Junio Program Manager.
