HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water and reducing water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis in the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. 
HELVETAS/ACTED seeks to recruit:

  • Senior Project Officer (COMs and Community Groups)
  • Salaries will be ranged between 90,000-93,000 BDT per month.

Selection criteria

  • 3-4 years experience in team management is essential
  • Fluency in English (writing and speaking) and Chittagong local language (speaking) is a must
  • High level of competence with Microsoft Excel, Word, and PowerPoint
  • Ability to conduct relevant information management and protection training for stakeholders
  • Ability to work independently and organize a team
  • Ability to translate various data and documentation from English to Bangla and vice versa
  • Excellent liaison and communication skills
  • Good knowledge of humanitarian principals

Education Requirements

The candidate must have the following educational degree

  • Master’s/Bachelor’s degree in any relevant subject.

Key Responsibilities

The Senior Project Officer (COMs and Community Groups) will be responsible for the following tasks:

The Project Planning

  • Lead development and implementation of Community Outreach Member (COM) and community groups programs, including overall protection.
  • Identify program gaps, areas of growth, and strategies and support in adapting program design to meet volunteers’ needs effectively, the changing context, and other factors.
  • Lead and participate in regular strategy and program planning meetings with Outreach members and community groups volunteers and the overall organization, including for grant kick-off, mid-term review, and grant closing.

Administration and Operational Management of Project Implementation

  • Recruit, train, and establish/update the database of all the staff in the respective zone of responsibility.
  • Lead Outreach Member and community group volunteers’ capacity-building strategy for the overall program department, to ensure a strong level of professional development and team-building.
  • Working in budget preparation, review team, and keep following up the expenditures.
  • Responsible for all kinds of documentation of bills submitted by COMs and Community Groups.

Project Implementation Follow-up

  • Provide technical support to ensure high quality of programming and services, exceeding minimum competencies for staff and minimum standards for activities.
  • Support COM Team Supervisor managing COMs Program
  • Monitor Community Groups and support Community Mobilization Assistants putting in place and supporting community groups enabling the highest level of participation and engagement by members.
  • Oversee implementation of community service projects by the community groups
  • Conduct and support ongoing supervision of outreach activities (Home Visit, Awareness Session, Facilitation Training Session, SSP) through frequent visits to camps, to ensure minimum standards for progress toward targets.
  • Support the coherent and harmonized implementation of community-based protection activities.
  • Coordinate with other supervisors and Project Managers to ensure coherence in field protection activities.
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy.
  • Document good practices and lessons learned in collaboration with the Appraisal, Monitoring, and Evaluation (AME) team.
  • Provide support to the AME team to conduct independent monitoring and evaluation activities.

External Relations & Reporting

  • Manage external visits from visitors, high delegates, and donor delegates
  • Ensure preparation and compilation of internal and external weekly, monthly, and interim reporting for Outreach programs, in collaboration with the Project Manager and Project Development/Grant Management team
  • Develop and maintain an effective working relationship with relevant external stakeholders including partner agencies, field coordinators, and other sector colleagues.

Other

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Provide frontline support to staff in relation to material, administrative and logistical needs to enable their work efficiently.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Line Management

The Senior Project Officer (COMs and Community Groups) will report to and operate under the supervision of the Project Manager.
