HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water and reducing water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis in the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.
HELVETAS/ACTED seeks to recruit:
- Senior Project Officer (CC, ISC, Religious Engagement)
- Salaries will be ranged between 90,000-93,000 BDT per month.
Selection criteria
- 3-4 years of experience in team management is essential
- Fluency in English (writing and speaking) and Chittagong local language (speaking) is a must
- High level of competence with Microsoft Excel, Word, and PowerPoint
- Ability to conduct relevant information management and protection training for stakeholders
- Ability to work independently and organize a team
- Ability to translate various data and documentation from English to Bangla and vice versa
- Excellent liaison and communication skills
- Good knowledge of humanitarian principals
Education Requirements
The candidate must have the following educational degree
- Master’s/Bachelor’s degree in any relevant subject.
Key Responsibilities
The Senior Project Officer (CC, ISC, Religious Engagement) will be responsible for the following tasks:
Project Planning
- Develop work plans on monthly basis and work with the Project Manager to ensure that the curriculum meets professional standards.
Administration and Operational Management of Project Implementation
- Recruit, train, and establish/update the database of all the staff in the respective zone of responsibility.
- Make sure all the logistic needs of CC & ISC have been fulfilled and update the checklist of such requirements.
- Working in budget preparation, review team, and keep following up the expenditures.
- Responsible for all kinds of documentation of bills submitted by CC & ISC.
Project Implementation Follow-up
- Monitor the field operation of all the community centers and information services centers and report daily to the Project Manager
- Monitor religious engagement program with Imams and Female Religious Teachers, ensuring regular meetings are conducted by CC and ISC staff, as well as training needs and capacity-building opportunities.
- Provide technical and managerial supervision to the staff including giving guidance, and advice on their work, maintaining attendance records, monitoring, and evaluating their performance.
- Document good practices and lessons learned in collaboration with the Appraisal, Monitoring, and Evaluation (AME) team.
- Coordinate with other supervisors and Project Managers to ensure coherence in field protection activities.
- Review the imams and female religious teachers’ database updated regularly in the camp by the CC Assistant
- Provide support to the AME team to conduct independent monitoring and evaluation activities
- Work closely with the ISC supervisor, and community center manager to develop their monthly schedule of VCWG, and RLWG and share it with the project manager.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. Conduct monthly meetings with the ISC supervisors and center manager
- Overall supervision of the scheduled activity of Community & Information service center staff.
External Relations & Reporting
- Manage external visits from visitors, high delegates, and donor delegates
- Ensure preparation and compilation of internal and external weekly, monthly, and interim reporting in line with internal and external reporting requirements in collaboration with the Project Development/Grant Management team.
- Develop and maintain an effective working relationship with relevant external stakeholders including partner agencies, CICs and field coordinators, and other sector colleagues.
Other
- Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
- Provide frontline support to staff about material, administrative and logistical needs to enable their work efficiently.
- Follow the safeguarding reporting procedure if any reportable incident occurs, and encourage others to do so.

Line Management
The Senior Project Officer (CC, ISC, Religious Engagement) will report to and operate under the supervision of the Project Manager.
