HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water and reducing water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis in the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

Selection criteria

  • 2-3 years of experience in team management is essential
  • Fluency in English (writing and speaking) and Chittagong local language (speaking) is a must
  • High level of competence with Microsoft Excel, Word, Powerpoint
  • Ability to conduct relevant information management and protection training for stakeholders
  • Ability to work independently and organize a team
  • Ability to translate various data and documentation from English to Bangla and vice versa
  • Excellent liaison and communication skills
  • Good knowledge of humanitarian principals

Education Requirements

The candidate must have the following educational degree

  • Bachelor’s degree in any relevant subject.

Key Responsibilities

The Community Outreach Member (COM) Team Supervisor will be responsible for the following tasks:

Management of COMs Programmes

  • Advertise, recruit and provide training and orientation to COMs following the standards in line with the organization’s policies
  • Establish/maintain/update database of COMs (date of recruitment, profiles, training attendance) in the respective location of responsibility
  • Provide regular feedback to the Senior Project Officer on the status of the COMs and relevant changes in the COMs composition in the camp
  • Ensure the target for age and gender representation in COMs is reached (50 percent women).
  • COM supervisor has overall management for camps under his/her coverage.

Supervision of COMs, organization of work plan, and mobilization

  • Support Deputy COM Supervisors in supervising and guiding the COMs in their duties and activities, monitor and evaluate the COMs’ performance
  • Conduct meetings with Deputy COM Supervisors to discuss the performance of the COM Team, challenges, gaps, and proposed solutions, and to develop different materials to implement the program activities
  • Organize regular Service Walk and Service Mapping for the COMs with the help of the Deputy COM Supervisor and Team Leader to introduce and update knowledge of COM members on service providers in the camps.
  • Provide technical guidance to COM Team to identify issues for service training and monitor regular implementation of the service training in the community.
  • Participate regularly in the COM activities (such as home visits, case referrals, service training, awareness-raising and Saturday initiative) to deepen his/her understanding of the work of volunteers, impacts, challenges, areas for improvement
  • Organize and/or participate in focus group discussions to collect baseline data, build rapport with the community and obtain information to implement/improve the COM activities
  • Ensure the COMs are aware of the COM Rules and Regulations and promote their compliance
  • Mobilize COMs to attend meetings with visitors, representatives from government, and local and international organizations.
  • Support Deputy COM Team Supervisor to address complaints and/or conflicts in the workplace, misconduct and violations of the rules and regulations or code of conduct by the COMs in a timely, responsible and professional manner and in accordance with the operational standards.

Debriefing, experience sharing, learning, morale-building

  • Support Deputy COM Supervisor to maintain communication with the volunteers regularly to understand the problems, challenges they face in their work, and together with the team, identify and implement creative solutions
  • Share information from the organization & Supervisory Meeting and discuss its impact and advise COMs of any adjustments to their activities
  • Maintain communication with the volunteers regularly to understand the problems, challenges they face in their work, and together with the team, identify and implement creative solutions
  • Identify good practices, promote and recognize outstanding work performance or contribution from COM team member

Case referral and management

  • Support Deputy COM Supervisor to review the intake and referral forms and discuss with the COMs on actions/responses.
  • Support Deputy COM Supervisor in documenting and keeping an accurate and timely record of cases, actions are taken, outcomes and case status according to the agreed format and presentation style

Reporting

  • Monitor and keep the organization and COM Coordinator updated on the protection incidents, and/or any instances or situations that may impact the safety and security of the COMs, staff, and objectives of the program.
  • Prepare and submit the following reports to the Senior Project Officer:
  • Weekly statistical report on the COM’s activities
  • Bi-weekly narrative report on the supervisor’s activities
  • Bi-weekly narrative report on protection problems and trends
  • COM profile and database (personal information/training record)
  • Keep COM’s attendance
  • Referral tracking sheet (individual cases)
  • Record of the Camp Coordination Meeting including camp situations, protection challenges, new services/new actors, issues of relevance to the program

Retention and capacity building

  • Keep the COMs motivated and interested in their work
  • Support Deputy COM Supervisor to build the COM’s knowledge, expertise and experience in core and cross-functional skills
  • Support Deputy COM Supervisor to identify and assess the COMs and team leader’s learning needs and support his/her learning and self-development
  • Support Deputy COM Supervisor to improve on knowledge/skill/attitude gaps of the volunteers i.e. literacy, English, reasoning, leadership skills

Administrative support

  • Work with the Senior Project Officer (COMs) to make a plan for the material and logistical needs of the program
  • Support Deputy COM Supervisor with the distribution of material (for instance, forms, vests, stationery), administrative (i.e., issuance of ID card, attendance record keep and filing, payment of support cost, approval of sick/business leave) and logistical needs (arrange training venue, lunches, breaks and other amenities) to enable COMs to perform their work efficiently.
  • Support the Deputy COM Supervisors in their responsibilities for the administration of the COMs programme in their camp.

Line Management

The Community Outreach Member (COM) Team Supervisor will report to and operate under the supervision of the Senior Project Officer (COM).
