HELVETAS is an international organization, operating in around 30 countries in Africa, Asia, Latin America, and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water and reducing water-induced risks, including flood, erosion, and salinity targeting the extremely poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis in the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar. 

HELVETAS/ACTED seeks to recruit:

  • Community Centre (CC)/Information Service Centre (ISC) Supervisor
  • Salaries will range between 55,000-57,000 BDT per month.

Selection criteria

  • 2-3 years of experience in team management is essential
  • Fluency in English (writing and speaking) and Chittagong local language (speaking) is a must
  • High level of competence with Microsoft Excel, Word, PowerPoint
  • Ability to conduct relevant information management and protection training for stakeholders
  • Ability to work independently and organize a team
  • Ability to translate various data and documentation from English to Bangla and vice versa
  • Excellent liaison and communication skills
  • Good knowledge of humanitarian principals

Education Requirements

The candidate must have the following educational degree

  • Bachelor’s degree in any relevant subject.

Key Responsibilities

The Community Centre (CC)/Information Service Centre (ISC) Supervisor will be responsible for the following tasks:

ISC related responsibilities

  • Supervise ISC Assistants
  • Delegate responsibilities to ISC teams
  • Supervise and monitor Information service centre volunteers (COMS) if available.
  • Be responsible for information management, updating service mapping, etc.
  • Set up ISCs at the designated location from 09:00 AM to 4:00 PM, 5 days a week.
  • Support ISC Assistants in recording feedback and complaints in the logbook.
  • Responsible for monitoring the submission of complaints/Radio listening group sessions etc. in KOBO daily.
  • Crosschecking all the KOBO input with the registered logbook.
  • Support ISC Assistants in maintaining all communication materials inside his/her ISC.
  • Refer complaints and feedback in line with established referral processes.
  • Compile reports on complaints and feedback received.
  • Share key messages and information verified by UNHCR staff.
  • Ensuring outreach to the community hence promoting the awareness of the information point in the area of operation.
  • Attend all Protection meetings, and sector meetings and represent ISC’s activity.
  • Work closely with the established community structure as well as working with Imams, teachers, women groups, youth groups, and persons with disability, among others.
  • Presence at the information service centre during working hours whilst reaching out to the community in accessing the information service centre by division of task between the 2 staff
  • Ensure a locked suggestion box is set up for any written/confidential issues
  • Ensure all the documents (logbook, referral form, feedback form, etc.) are available at the information service centre.

CC related responsibilities

  • Be responsible for CC management.
  • Supervise CC Assistants.
  • Delegate responsibilities to CC teams.
  • Responsible for preparing all bills, disbursement of salary to the volunteer, and all other administrative work.
  • Responsible to provide all logistic support to run a CC smoothly, continuously contact with CC Assistant to fulfil all needs of the community Centre.
  • Set up CC at the designated location from 09.00 AM to 4.00 PM. 5 days a week. Solely responsible to maintain this schedule.
  • Custodian of all goods of the community centre. Repairing and regular maintenance of CC
  • Compile reports on CC activities.
  • Provide MIS and KOBO report daily. He/ She is solely responsible for the MIS report.
  • Share key messages and information verified by UNHCR & CwC working group.
  • Work closely with the established community structure as well as working with Imams, female religious teachers, women groups, youth groups, and persons with disability, among 
others.
  • Monitoring the Centre needs of the community and providing life-saving messaging/ and initiating awareness sessions when necessary.
  • Sharing updated reports from all the community centre weekly and monthly.
  • Keep coordination with other service providers and the CIC office
  • Ensuring regular presence in CIC meetings and camp-related activities done by the CIC office or site management team.
  • Organize a meeting in the centre with other sub-group (legal sector, case management, other CBP groups) to ensure service quality.
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments, and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
    Technical Leadership and Mentoring
  • Assist in reporting information, data collection, surveys, and assessments such as vulnerability assessments and others as needed.
  • Assist in planning, suggesting, and implementing program activities.
  • Submit reports on activities results, challenges faced and lessons learned
  • Ensure proper handling and movement of any project files
  • Ensure all activities are conducted in full respect to the humanitarian principles and in an organized and dignified way

Other

  • Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program’s goals of safeguarding implementation. Act as a key source of support, guidance, and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so

Line Management

The Community Centre (CC)/Information Service Centre (ISC) Supervisor will report to and operate under the supervision of the Senior Project Officer (CC/ISC/Religious Engagement).
