Consultancy for Engineering Capacity Building Workshop

HELVETAS is an international organization, operating in more than 30 countries in Africa, Asia, Latin America and Eastern Europe in the domains of water & infrastructure, environment & climate change, rural economy, skill development & education, and governance & peace. In Bangladesh, HELVETAS supports the development of rural livelihoods and local governance through direct support to agriculture and has demonstrated experience in improving access to drinking water as well as reduction of water induced risks, including flood, erosion, and salinity targeting the extreme poor and disadvantaged. HELVETAS, in partnership with ACTED, is launching an emergency operation to respond to the Rohingya Refugee Crisis and is working the sector of Site Management and Disaster Risk Reduction in the Camps of the Kutupalong-Balukhali Expansion Site, Cox’s Bazar.

1. Purpose

The purpose of the Engineering Workshop is to increase the capacities on technical engineering works of local authority representatives and the staff of WFP and its implementing partners working as part of the humanitarian response in Kutupalong-Balukhali camps. Helvetas Swiss Intercooperation (thereinafter ‘Helvetas’) will hire a consultancy firm with extensive experience on technical education on engineering (e.g.: university, educational institution) to deliver a 2- or 3-day workshop in Cox’s Bazar city with the aim of capacity building on conducting quality construction works. The selected consultancy firm will be responsible for delivering the workshop through qualified trainers and providing certificates for approximately 25 participants. All the logistical arrangements will be done by Helvetas including hiring a venue, providing training materials, and providing lunch and refreshments.

2. Services Requirements and Deliverables

Workshop content:

The consultancy should provide a training schedule in line with the topics detailed below. The module contents could be further discussed with the consultancy firm for potential modifications. Estimated timeframes for each component is provided as a guidance, however there is scope for slight modifications by the consultant contingent of approval from Helvetas.

  • Module 1: Details design procedure of retaining wall (above 8 feet): AutoCAD design, design & estimation process, load calculation, soil barring capacity, SPT test (5 hours)
  • Module 2: Sustainable technology for solid waste management: Organic, inorganic segregation chamber, temperature maintaining, compost/fertilization process (2 hours)
  • Module 3: HBB road construction details process: foundation work, base design process, design criteria for super elevation, maximum slopping angle, calculation, curving (2 hours)
  • Module 4: Brick and bamboo stair construction in camp context (2 hours)
  • Module 5: Health & Safety protocol/action at camp context: safety equipment for heavy construction work, safety measurement, process of safety inspection, first aid box (2 hours)
  • Module 6: Environment friendly approach for construction (1 hour)
  • Module 7: Introduction to Arc GIS: group work practice, Arc GIS application with practice session (2 hours)
  • Module 8: Soil protection technology: Geo-tube, geo-text, geo bags (2 hours)

Location:

Helvetas will rent a venue in Cox’s Bazar for the duration of the workshop (2-3 days) for approximately 25 participants. Lunch and refreshments will be provided by Helvetas for each day of the workshop.

Trainers:

  • Native Bangladeshi speaker required, knowledge of English language would be an asset.
  • At least 2 years of working experience in providing trainings on technical engineering works.  
  • Dynamic, proactive, and interactive personality to deliver high quality and engaging workshop sessions.
  • Bachelor’s degree on engineering, environmental sciences or other related degree required, Master’s degree would be an asset.

Training/workshop materials:

  • The consultant must share the detailed module contents with Helvetas for approval 5 days before the beginning of the workshop. (e.g.: PowerPoint presentations, printed materials etc.).
  • All materials should be fully available at the workshop time without delays, to ensure proper facilitation of the workshop by the trainers.
  • For Module 7: Introduction to ArcGIS, the participants will bring their own computers for the applied content of the training. However, the consultant should provide the ArcGIS software products to all participants for the facilitation of the module.

Attendance:

Helvetas will monitor the attendance of participants through signature collection on a daily basis (morning and afternoon). The consultancy will facilitate Helvetas’ monitoring and provide a Certificate of Completion based on the attendance recorded by Helvetas.

Code of Conduct:

All contracted members of the selected consultancy should act within the scope of humanitarian principles throughout the provision of the services. The consultancy should agree to sign Helvetas’ Code of Conduct and ensure that all its trainers and other staff members providing services abide by it.

Certificate of Completion:

At the end of the training, a Certificate of Completion, certified by the management of the educational institution which the consultancy is affiliated with, should be provided to all participants who demonstrated full attendance to the workshop.

3. Timeframe

The capacity building workshop is tentatively scheduled to be conducted in mid-November – December 2021 for a duration of 2 or 3 days. Following the conclusion of the procurement process and contract signature, the selected consultancy firm should be available to hold the workshop within 1 week at the venue assigned by Helvetas.

Prior to the start of the workshop, Helvetas will hold a meeting with the selected consultancy firm to agree on the specifics of the schedule and deliverables. Please refer to the Section 2 “Workshop content” for tentative duration of each module, which are flexible for slight changes upon approval by Helvetas.

4. Application Process

The applications will be scored according to the technical capacity of the candidates and the feasibility of the financial offers. Bidders must provide an offer for the costs considering all of the below detailed components to deliver the Engineering Capacity Building Workshop within the proposed timeframe.
