Terms of Reference (ToR) for
Conducting training on Child Safeguarding and Child Protection

1. Background
HEKS/EPER is an international organization headquartered in Zurich, Switzerland. HEKS/EPER values include respect for all cultures and religions, helping individuals in need, irrespective of their race, colour or religion. HEKS Bangladesh Office (HoB) has been working with various partner NGOs in the north-western part of Bangladesh to ensure social inclusion of plainland Ethnic Minorities/Adibashi, Dalits and other most marginalized communities. Its Country Programme 2023-2027’s overall goal is to improve the quality of life of marginalized communities by increasing access to rights, entitlements and opportunities for socio-political, cultural, economic well-being and resilience. As part of this progarmme, a recent initiative is being rolled out to enhance enrolment and retention in education and capacity building of different stakeholders on child protection and child safeguarding.

HEKS/EPER has a zero-tolerance policy to all forms of sexual exploitation, abuse, and harassment for all people including children in our project participants. We are committed to acting ethically and with integrity and to implement and enforce effective mechanisms and controls to ensure that sexual exploitation, abuse and harassment are not taking place anywhere in our programs, partnerships or any of our supply chains.

2. Objective of the Assignment

  • Capacity development of staff and volunteers to gain necessary knowledge and skills for preventing and responding to child abuse, exploitation, neglect, harassment & violence, ensuring children are safe and their well-being is protected.
  • To encourage staff of HEKS/EPER and its partners to report on child safeguarding and protection issue.

3. Result of the Assignment
The consultant will be expected to produce the following deliverables:

Module development:

  • Conduct Training Needs Assessment (TNA) with the filed level staff and volunteers for contents finalization after signing the contract/agreement and submit report to HEKS/EPER accordingly.
  • Design training contents, schedule, plan based on the need assessment report.
  • After approval of the contents, draft training module will be developed and submitted to HEKS/EPER. HEKS/EPER will review the module and give feedback to the consultant after receiving the draft module.
  • Develop Child Protection Risk assessment tools for Bangladesh country program (children, project persons, main risks with likelihood/consequences, Safeguarding measures to be taken)

Training Facilitation:

  • Approximate 102 staff (senior and field level) and 188 volunteers will be trained at the Dhaka based and out-side of the Dhaka for strengthening existing capacity, knowledge/awareness, skills of the staff and volunteers to protect and respond the children of the project participants.

4. Proposed Methodology:
The training will be conducted in a participatory way; however, the individual consultant will be proposed in the proposal, and the training methodology will be described in detail.

5. Framework of Mandate Implementation and Timeframe:

Mandate

  • Design module on Child Safeguarding & Child Protection based on the HEKS Child Safeguarding Policy for staff & community volunteers
  • Conduct trainings for staff and volunteers as part of roll out of the above-mentioned module with the following key outcomes:
  • Capacity development of Staff and volunteers in gaining knowledge and necessary skills to prevent and respond to child abuse, exploitation, neglect, harassment & violence, ensuring children are safe and their well-being is protected.
  • Building staff capacity to establish Child Safeguarding & Child Protection in programme cycle and identify what can be integrated into education centre and other program activities.
  • Risk assessment of child safeguarding and protection in implementing a safe programming (vulnerable persons, main risks with likelihood/consequences, protection measures to be taken).
  • The training will be conducted at the Dhaka and field location of HEKS/EPER (north-western of Bangladesh)

Timeframe and Deadlines
• Three months from the date to signing. (Expected timeline -15th June 2025 to 15th September 2025)

6. Contact Person, Briefing and Debriefing
Partnership Manager & Senior Programme Advisor Gender, Diversity and Advocacy of the HEKS/EPER.

7. Rate and Expenses:
Payments will be based upon the following: a total proposed budget for the work including vat and taxes. Whereas 15% will be paid upon signing the contract. 30% will be paid upon submitting the first draft. 55% will be paid after completion of the assignment.

8. Report:

  • Comprehensive training report including an overview of the training participants, methodology, training materials used, findings, and a set of recommended strategies for future capacity building of the staff and volunteers.
  • The final training module is expected to contain a maximum of 20-30 pages and be delivered in the electronic version to HEKS/EPER.

9. Expected Background and Experience

  • University degrees (or comparable) in psychology, social science, or related fields.
  • Extensive experience of no less than 7-10 years of practical experience in child protection and child safeguarding and investigation.
  • Proven experience in developing training module on child protection and safeguarding capacity building and transfer of knowledge.
  • Proven facilitation skills and excellent oral and written communication skills.

10. How to apply:

  • Technical proposal: Consultant’s/Firms CV and profile (maximum 2 pages) highlighting background task of the assignment, proposed methodology, approach, facilitators/expert, timeline, and action plan of the assignment and other.
  • Financial Proposal: Team composition, number of consultant (s), lead, and associate consultant (where applicable), their CVs, detailed proposed budget breakdown. This also need to mention that VAT will be paid by HEKS, and applicable Tax will be deducted at source.
  • Copy of NID, TIN Certificate, trade license & VAT registration (in case of organization for trade license & VAT registration).
