Terms of Reference (ToR) for developing training guideline/module for Youth Volunteers 

Summary

Title: Develop, design, and implement a training guideline/ module for youth volunteers as Community Mobilisers   

Purpose: Capacity development of youth from Ethnic Minority and other marginalized communities to function as Community Volunteers/Mobilisers.

Location for training conduction: Out of Dhaka

Duration: 1st June 2024 to 31st August 2024 (The entire process is supposed to be completed within three months from signing date.  
  
1. Background
HEKS/EPER is an international organization headquartered in Zurich, Switzerland. HEKS/EPER values include respect for all cultures and religions, helping individuals in need, irrespective of their race, colour or religion. HEKS Bangladesh Office (HoB) has been working with various partner NGOs in the north-western part of Bangladesh to ensure social inclusion of plainland Ethnic Minorities/Adibashi, Dalits and other most marginalized communities. Its Country Programme 2023-2027’s overall goal is to improve the quality of life of marginalized communities by increasing access to rights, entitlements and opportunities for socio-political, cultural, and economic well-being and resilience. This requires a holistic perspective to understand the complexity of social exclusion and the need to systemic working approaches for addressing the constraint hindering them from enjoyment of equal rights and opportunities.

To address the overall goal of the country programme, there are various inputs planned with specific desired outputs such as equitable access to rights, enhanced productivity of the workforce and improved and diverse livelihood options available and increased capacity to mitigate, plan & respond to various shocks and stresses. A significant initiative for this phase is developing young people from target communities as community volunteers. All community volunteers have been selected from the potential youth population (aged 18-25). Most of the volunteers can mobilize the community and easily communicate with the diverse groups of society. These youths are mostly at least grade VII passed to HSC or equivalent by their educational background.  

2. Objectives of the assignment
This assignment is expected to design, develop, and roll out training module that allows the Community Volunteers to learn the development process, gain knowledge, skills and will be able to affect community development at local level. The specific objectives of the assignment are following:

  • Enhancing the capacity of the community youth & young people as Community Volunteers and defining their roles.
  • Self-development as an entry level development practitioner
  • Supporting project activities by assisting the designated staff- community development organizer (CDO).
  • Enhancing the capacity for meaningful engagement in decision-making in personal life, family, and community/society as well.

3.  Scope of Work

  • Assessment of training needs of the targeted community volunteers by physical visits to the selected field location.
  • Development of a training guideline/modules for capacity building of the community volunteer’s youth/young people topic will be based on need assessment report but expected to include organizational development; leadership; community mobilization; local government & power structure including access to public services, resources, and entitlements) HEKS/EPER will review the draft module and give feedback to the consultant within 5 working days after receiving the draft module. 
  • Conducting five-days (05) residential training for the selected community volunteers out of Dhaka.
  • Preparation of training reports after completion of trainings

4. Organizational Supports

  • After hiring the consultant/agency HEKS/EPER will agree on plan of action including dates & duration based on the proposed plan & budget presented during the hiring process.
  • HEKS/EPER will designate representatives from field offices including partners for ensuring smooth implementation of the assignment.
  • HEKS/EPER will coordinate with the consultant during the assignment and provide guidance, inputs if necessary.
  • Community Volunteers training expenses (training materials, venue, food & accommodation, and local transportation for the participants) in the field level will be paid by HEKS/EPER.

5. Expected Background and Experience

  • Academic background (University degrees/advance degree or comparable in social science/sociology/anthropology/or relevant discipline.
  • Extensive experience of no less than 10 years of practical experience in relevant field with INGOs/NGOs.
  • Proven experience in capacity building and transfer of knowledge.
  • Quality and relevance of the technical proposal including using participatory methodologies and justifiable financial proposal.
  • Will be added value of quality, creativity and innovation of reference work submitted (at least one document of relevant previous work). 

6. Expected deliverables

  • Submit preliminary report based on the training need assessment (field finding; data of training need assessment and validation of guideline/module contents).
  • Soft copy of the final community volunteers training guideline/module (with illustration) of 20-30 pages maximum. 
  • Initial meeting with HEKS staff for concept & set the plan of action with deadline of respective tasks. (after discussion and agreement on the proposed training modules and materials development, all tasks must be achieved within the specified schedule).
  • Conduct a five-day (05 day) residential training for the community volunteers and selected project staff (the # of batches will be 03). 
  • Prepare a narrative training report and sending it back after the 7 days of the training to HEKS/EPER.
  • Submit final report of completion of the assignment (including need assessment, training conduction and all relevant information).

7. Payment Terms
Payments will be based upon the following: a total proposed budget of the work including vat and taxes. Whereas 20% will be paid upon signing the contract. 40% will be paid upon submitting the first draft. 40% will be paid after completion of the assignment.

8. How to apply:
Interested persons/agencies/consultant firms are requested to submit through email recruitment_heks_bd@outlook.com before 5:00 PM, 12th May 2024 the following documents. Two separate proposals need to be submitted-

  • Technical proposal: Consultant’s/Firms CV and profile (maximum 2 pages) highlighting background task of the assignment, proposed methodology, approach, facilitators/expert, timeline, and action plan of the assignment and other.
  • Financial Proposal: Team composition, number of consultant(s), lead, and associate consultant (where applicable), their CVs, detailed proposed budget breakdown that includes -daily remuneration, Food, lodging, stationers and or other. This also need to mention that VAT will be paid by HEKS and applicable Tax will be deducted at source.   
  • Copy of NID, TIN Certificate, trade license & VAT registration (in case of organization for trade license & VAT registration).
