HEKS/EPER Bangladesh Country Programme:
HEKS/EPER is a Swiss based NGO supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Office Bangladesh cooperates with NGO active in the field of development of rural communities (DevRc) and conflict transformation (CT). Our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. The Country Programme aims at their social inclusion through the human rights-based and market development approaches, and has a particular focus on increasing the resilience of the communities. Additionally, HEKS/EPER intervenes in emergencies including the recent floods in Northern Bangladesh as well as the Rohingya Crisis in Cox’s Bazar.
HEKS/EPER seeks an experienced and qualified candidate for the position of a Programme Coordinator Humanitarian Aid and Disaster Risk Reduction of the Bangladesh country programme (full-time) based in Cox Bazar until mid-2018, then in Dhaka with frequent field visits.
Job Nature
This is a full time open ended position. For the first 6 months the Programme Coordinator will be partially work in close coordination with Christian Aid to manage a project responding to the Rohingya Crisis in Cox’s Bazar with partially directly reporting to Christian Aid. Thereafter the position will be integrated into the HEKS/EPER Bangladesh Office.
Job Descriptions
- Capacity building support to partner organizations on Humanitarian Aid and Disaster Risk Reduction.
- Provide technical support to the partners and other relevant stakeholders to implement the projects on Humanitarian Aid and Disaster Risk Reduction.
- Represent HEKS/EPER in relevant coordination meetings, including cluster meetings.
- Advise, coordinate the partner organizations in attaining the set project goals.
- Ensure the monitoring of the Country Programme and projects on Humanitarian Aid.
- Regularly update the Country Disaster Response Plan.
- Coordinate and ensure team work with staff of HEKS/EPER Office Bangladesh.
- Assist Country Director time to time to full achievement of CP goal and objectives and growth of the HEKS/EPER Bangladesh Country Programme.
- Developing proposal, position papers, concept notes and policy paper on said issues.
Job Requirements (E = essential, D= desired, A= Advantage)
- Master Degree or higher in Disaster Management, Social science or any other relevant field (E)
- 10 years’ work experience in development cooperation, thereof 4 years in a similar position (E)
- 7 years working experience in Humanitarian Aid and/or DRR in INGOs (E)
- In-depth knowledge, understanding and analytical skill of WASH, Shelter, Non-food Items, and Food Items in emergencies as well as knowledge on humanitarian standards including Sphere Standards. (E)
- Experience in Cash programming, Beneficiary Selection, and Post Distribution Monitoring.

- Experience and skills in strategy development and partner management (D)
- Experience in developing alliance, network, consortium at national and regional level in Bangladesh (D)
- Excellent communication, facilitation and representation skills (D)

- Fluent in written and spoken English (D)
- Flexibility to immediately go to the field in case of emergency and to manage and to stay for several weeks in the field.
