Starting salary (consolidated) BDT. 150,544 per month

GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid. In Bangladesh our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. At the same time, we provide emergency relief and aid under the supervision of HEKS/EPER Humanitarian Aid Department.

Rohingya fled their homes in Myanmar August 2017, where huge refugee camps have formed. Since September 2017, HEKS/EPER has supported Humanitarian Aid interventions in the refugee camps. HEKS/EPER is expanding these interventions and is searching for competent staff to implement its Humanitarian Aid activities.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities
Tasks
Program Management
  • Manage the learning and professional development of HEKS/EPER’s MEAL system.
  • Ensure optimal allocation and proper management of MEAL resources including financial, logistical, technical and human resources.
  • Lead the identification of project issues, challenges and risks, and appropriate recommendations.
  • Manage internal and external evaluations, apply professional standards, and incorporate results into MEAL design.
  • Work with the team to develop high-quality funding proposals.
  • Manage all reporting deadlines and coordinate with program managers for the compilation and finalization of reports.
Capacity Strengthening
  • Promote a knowledge-sharing environment that builds knowledge, skills and services for the benefit of the organisation.
  • Organize and conduct capacity development trainings.
  • Support project team and partners in extracting lessons learnt and good practices.
  • Develop learning sharing mechanisms and manage information dissemination in a targeted and timely manner for knowledge development.
Data Management and Reporting
  • Establish and maintain google web-based databases for report information.
  • Perform data quality checks to ensure that field data is reliable and accurate.
  • Prepare and present summaries and analyses of data and analytical reports.
  • Use GIS mapping for map production and geographic data management.
Coordination and Advocacy
  • Supervise and ensure effective linkage and communication with the stakeholders.
  • Participate in Cluster/sector meetings, Operational Working Group meetings, and other coordination meetings led by relevant agencies.
  • Ensure robust and efficient coordination with other sectors agencies.
  • Ensure a steady and active representation of HEKS/EPER at cluster/sector level and other significant meetings (i.e. coordination among HEKS/EPER partners).
Safety and Security
  • Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information.
  • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities.
  • Provide timely incident report to line manager as needed.
Financial Management
  • Manage budget for the assigned project and ensure all expenses are according to budget and meet HEKS/EPER standards regarding financial management, including accountability and good governance.
Logistics
  • Liaise, as necessary, with the logistics, admin and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

REQUIRED PROFILE AND EXPERIENCE:

Education and professional experience
  • Master’s in social science/statistics with at least 5 years of development and humanitarian response project management experience.
  • Experience in information management related activities is a must.
Professional requirements
  • Good knowledge in designing assessment and studies in humanitarian contexts.
  • Excellent analytic skills in EXCEL and mapping in QGIS.
  • Keep strong coordination with other implementing agencies, donors and local governmental authorities at field level.
Language
  • Fluent English skills (written and spoken).
  • Knowledge in Chittagonian language will get preference.

  • Strong attitude to take initiative, work autonomously and achieve results effectively.
