GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid. In Bangladesh our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. At the same time, we provide emergency relief and aid under the supervision of HEKS/EPER Humanitarian Aid Department.

Rohingya fled their homes in Myanmar August 2017, where huge refugee camps have formed. Since September 2017, HEKS/EPER has supported Humanitarian Aid interventions in the refugee camp. HEKS/EPER is expanding these interventions and is searching for competent staff to implement activities.

MAIN RESPONSIBILITIES AND TASKS:

Main responsibilities
Tasks
Database and Information Management
  • Manage data and produce or facilitate the production of a range of visual information products, such as maps, photos, tables, and charts.
  • Identify and gather relevant secondary data on a regular basis, ensure ongoing analysis and identify information gaps.
  • Lead the development of appropriate methodologies, indicators, tools and analytical frameworks to gather primary data.
  • Plan and coordinate data collection, define coverage, avoid overlapping, and make sure that data is collected within agreed deadlines.
  • Leading data analysis and output production, including drafting of assessment factsheets, reports and other relevant information products.
  • Design the project databases and keep updated. Update 4W matrix with information and data from relevant sector.
  • Train the field team and partner in information management and visualization.
  • Document feedback from beneficiary in a systematic way to support the overall accountability system.
Media & Public Relations
  • Regularly monitor local press and events to be aware of and get information about local emergencies, high level visits, surveys, reports, or any other topic.
  • Respond to media inquiries, arrange interviews, and act as a spokesperson for the HEKS/EPER in Cox’s Bazar and must be validated by Field Coordinator.
Communications & Fundraising Resources
  • Travel frequently to field projects to pro-actively obtain and pitch resources. Prepare online photo and video databases (photos, video footage, stories, quotes, programme updates, reports, interviews).
  • Gather and draft fundraising materials to share with HQ.
  • Coordinate the collection of materials and data needed to produce donor report.
NGOAB and Local Administrations
  • Develop FD-7 and FD-6 in consultation with the project team and guided by the Field Coordinator. Prepare and share appropriate response according to NGOAB queries, if asked for. Share and submit approved FD-7 and FD-6 to all the relevant government bodies and coordinating bodies in Cox’s Bazar.
  • Be updated about the latest norms introduced by the both government and coordinating bodies.
  • Maintain liaison with DC office, UNO office, RRRC office and at camp level with the CiC to support effective implementation of the project activities.
Coordination and Advocacy
  • Attend humanitarian coordination meetings and collaborate closely with information counterparts from humanitarian organizations, UN agencies and NGOs to ensure that all relevant humanitarian information is obtained.
  • Ensure robust and efficient coordination with local administrations.
Safety and Security
  • Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information.
  • Provide timely incident report to Field Coordinator as needed.

REQUIRED PROFILE AND EXPERIENCE:


Education and professional experience
  • University degree in information technology, demography, statistics, social sciences or any related field with 5 years of experience.
  • Knowledge of the humanitarian community, specifically with regards to inter-agency coordination.
Professional requirements
  • Good knowledge of security management in humanitarian contexts.
  • Computer skills:
    • MS Excel (Essential): Understanding of macros; Strong knowledge of statistical, conditional, and text-based functions.
    • Mapping/GIS (Familiarity): Basic understanding of geospatial data management, analysis, and map making processes.
Language
  • Fluent English skills (written, spoken and reading).
