GENERAL CONTEXT AND BACKGROUND:

HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid. In Bangladesh our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. At the same time, we provide emergency relief and aid under the supervision of HEKS/EPER Humanitarian Aid Department.

Rohingya fled their homes in Myanmar August 2017, where huge refugee camps have formed. Since September 2017, HEKS/EPER has supported Humanitarian Aid interventions in the refugee camp. HEKS/EPER is expanding these interventions and is searching for competent staff to implement activities.

MAIN RESPONSIBILITIES AND TASKS:

Tasks
Program Strategy and Fundraising
  • Lead the development of competitive, evidence-based and cost-effective project proposals, concept notes, budgets and log-frames to strengthen and expand organisational programmes and support fundraising efforts, in line with the organisational strategy.
  • Continuously identify and review funding opportunities from Institutional Donors and UN Agencies for new programmes.
  • Develop and maintaining partnerships at national levels with relevant stakeholders including local government, NGOs, international organisations and donors-aiming to support stronger and more effective programmatic design.
  • Ensure all programs are aligned with the outcomes and designed along the guidance of the "Standards".
  • Provide guidance, strategies and tools to ensure that programming choices are based on needs assessment findings and analysis, input from communities, a thorough understanding of context, technical best practices, and operational viability.
  • Formulate integrated programming initiatives so that technical sectors complement each other.
Leadership, Representation and Communication
  • Provide leadership and supervisory management to the programs department, including mobilization and stewardship of resources, program quality and accountability, and performance management.
  • Actively engage with donors, partner agencies, interagency, government and the humanitarian community in Cox’s Bazar to ensure HEKS/EPER is strongly represented in coordination and advocacy efforts.
  • Act as the field focal point for HEKS/EPER programs in Cox’s Bazar.
Overall management and coordination of projects
  • Oversee all projects across the project management cycle, working closely with Coordinators and Managers to ensure impact, identify areas for improvement and act accordingly.
  • In collaboration with Coordinators and Managers, ensure that project implementation is timely, on target and on budget, through developing strategies to overcome any challenges relating to the success of the project.
  • Conduct frequent visits to the various project sites to support the field teams.
  • In collaboration with the Coordinators and Managers, oversee the collection and timely reporting of all projects according to donor requirements, ensuring strict compliance with donor contract requirements/reporting deadlines.
  • Encourage critical reflection, innovation and culture of learning so that project activities are constantly adjusted to better respond to the needs of the affected people.
Financial Management
  • In coordination with finance team ensure compliance with donor requirements, develop periodic reforecasting review the monthly financial follow-up reports of the projects budget.
  • Ensure that the management staff are well trained to properly manage project budgets.
  • Mitigate risk by collaborating with the Finance team to ensure that projects staff fully understand financial and administrative processes involved in project budget cycles.
Capacity Strengthening and HR Management
  • Coach, supervise, and mentor team into a high-energy and high-performance team; communicate clear expectations, set performance objectives, provide regular and timely positive and constructive performance feedback, and provide effective semi-annual performance reviews.
  • Hold high-quality meetings with each directly managed staff, report on a regular and predictable basis; build development plans including on-the-job learning and providing mentorship on career paths; and promote and monitor staff care, well-being and self-care.
  • Maintain open and professional relations with team members, nurturing a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Communicate regularly with staff and promote positive conflict resolution among team members.
  • Manage recruitment, hiring and development of high-performing staff to assume greater levels of responsibility.
Coordination and Advocacy
  • Internal: Close working relationships with other senior management team members; collaborates with country office colleagues.
  • External: Institutional donor agencies, international and national NGOs, UN agencies, partner organizations and other coordination groups.
Safety and Security
  • Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information;
  • Responsible to put in place appropriate security and prevention measured during any distribution and implementation of project activities;
  • Provide timely incident report to RHAC-ASIA as needed.

REQUIRED PROFILE AND EXPERIENCE:

Education and professional experience
  • University degree or higher in a relevant subject with strong expertise on issues related to human rights, sustainable development, and/or humanitarian response.
  • Minimum 10 years of experience in humanitarian/development context with at least 5 years of successful experience in a senior leadership/management position in the field of humanitarian response.
  • Experience in Emergency project management is a must.

  • Excellent writing and communications skills.
Language
  • Proficiency in English; Fluency in other languages an asset.
