FUNCTION

Program Officer- PME is responsible for project planning, reporting, documentation, monitoring and evaluation processes and practices for different projects trying to identify innovative ways to measure project outputs, outcomes and impact. S/he will manage the development and implementation of Monitoring, Evaluation, Learning and Systems (MELS) for the projects within the country program. S/he will be expected to build a strong relationship among the program staff to ensure performance indicators; output, outcome and impact data are prepared and collected properly in targeted geographic areas of Heifer International Bangladesh.

KEY RESPONSIBILITIES:

  • Collect and consolidate monthly, quarterly and semi-annual project progress reports at regionally. Provide necessary support to Program Manager of PME for data analysis, initial draft reports at based on BD MEL Plan package and or project result framework indicators.
  • Assist and facilitate in conducting Global Impact Monitoring (GIM) surveys, Baseline, Mid-term and final evaluation of programs/projects e.g. data collection, data cleaning and analysis etc.
  • Share the project progress performance information with country & regional teams and project partners on a regular basis– including project output and outcome indicators.
  • Manage and maintain all PM&E related all data base software at regionally.
  • Assist and facilitate to conduct trainings to project partners (at PP/regional level) on M&E and MIS related system at regionally.
  • Perform other job-related duties as requested.

RESPONSIBILITIES

DELIVERABLES

A. Assist Heifer Bangladesh M&E team in scaling up program impact (40%)

  • Coordinate regular data collection through implementing partners and ensured quality of the data by random verifications and validations.
  • Record, manage and preserve monitoring and evaluation data in a safe and accessible way.
  • Analyze and discuss findings based on regular monitoring data.
  • Provide technical support on PM&E and evidence-based recommendations to the relevant Project Officer/Project Coordinator and Partners.
  • Support the preparation of periodic reports and share with concerned departments and field teams.
  • Actively participate in the program/ project planning process and budgeting for effectiveness of program/project quality.
  • Project progress reports synthesized and compiled in the recommended format in coordination with field staff and concerned departments/ projects.
  • Field-monitoring reports are prepared based on recommended format and structures.
  • Increased capacity of project staff on M&E related activities.

 

B. Reporting and documentation (20%)

  • Assist in developing periodic reports.
  • Prepare and share field visit reports with relevant staff.
  • Regular periodic update of data/figures entered into PME database management system and carry out field verification and validation of data.
  • Collect and prepare case stories of project beneficiaries.
  • Assist to prepare project outputs report and communicate with field staff project specific reports, stewardship report is prepared and communicated with concerned staffs/stakeholders.
  • Compile and review the monthly numerical report and send to PME Manager with feedback.
  1. Periodic project report is prepared and communicated with field staff.
  2. Ensured quality of data/figures entered into the PME database management system timely.
  3. Field verification and validation of data/figures.

 

C. Project planning (20%)

  • Provide technical inputs and assist to develop Result framework at program/project level.
  • Implement data collection tools, plans and processes for all required information, ensuring high quality and integrity of data.
  • Review and adjust M&E plans and targets, tools and processes periodically as needed.
  1. Ensure preparation and operationalization of detail Project Implementation Plan (PIP) at Project Partner level.
  2. Prepare sub-award budget, letter of agreements and carry out the project revisions.

D. Learning, sharing, and contribution to the effectives of the program (15%)

  • Promote culture of two way learning in the organization.
  • Work collaboratively with different programs for strengthening integration and cross-learning in programs.
  • Proactively volunteer for various team activities.
  • Show an eagerness to take on any other tasks assigned by the line manager.
  1. Learnings from M&E processes shared with the wider team like country and regional office.
  2. Support provided to partners in improving learning and sharing mechanisms in the projects.

 

E. May perform other job duties as assigned (5%)

  • Support research and evaluation initiatives in country.
  • Perform other job-related duties as requested.
  • Support other departments in dealing with any other tasks as may be required.

Minimum Requirements:
Bachelor’s degree in Development Studies, Sociology, Business Administration, Statistics, Economics and any other social science related field is required. Minimum 3 years’ working experience in monitoring & evaluation and data management with at least 2 years with some international organization.

Preferred Requirements:
Master’s degree in Development Studies, Sociology, Business Administration, Economics and any other social science related field.

Most Critical Proficiencies:

  • Experience in monitoring and evaluating in local economic development related project.
  • Experience of field data collection and data management.
  • Knowledge and understanding of project monitoring and evaluation.
  • Understanding of the current M&E trends and especially M&E systems in development organizations.
  • Good analytical skills and ability to verify information.
  • Monitoring and evaluation techniques and processes.
  • Data collection by using tap-based software like SurveyCTO.
  • Basic data analytical and research skills.
  • Good command over report writing in English.
  • Good interpersonal skills.
  • Time management and ability to prioritize multiple tasks.
  • Self-motivated person able to work without close supervision.
  • Excellent computer knowledge with command on MS Office, MS Excel, PowerPoint, SPSS, STATA and SurveyCTO.
