FUNCTION

To serve as the Senior Manager - Resource Mobilization, in accordance with HPI objectives, policies and procedures. The major function of the Senior Manager - Resource Mobilization will be to strategize, develop and nurture business relationships for scaling up program impact and diversify revenue sources. The Senior Manager - Resource Mobilization will work in coordination with related units at headquarters and Country team.

DELIVERABLES

Networking and Cultivating Relationships (30%)

Responsible for coordinating networking, cultivating and nurturing relationships with donors/partners/private sector/government bodies.

  1. Develop and update collaboration and partnership strategies for scaling up program impact and diversify revenue sources.
  2. Take leadership in expanding and nurturing the networks/relations established till date.
  3. Engage HPIB leadership and management team whenever needed for the relationship building with donors and partners
  4. Responsible to follow up on emerging relationships with potential funding agencies and key partners.
  • Ensure the participation of major donor/partner/government organizations in  project sites and public events of HPIB.
  • Showcase project progress and achievements to donor via field trips.
  • Take leadership for in-country networking (through participation in forums/working groups/platforms).
  • Research and strategize potential partners to enhance business relationships.
  • Work closely with and support HQ in cultivating relationship for business development

 

Resource development (30%)

Responsible for leading  resource mobilization/ fundraising activities. 

  • Develop / update and lead in implementation of resource mobilization strategy and plans for HPIB.
  • Provide resource development intelligence on donor landscape, upcoming opportunities and bring to the attention to the country program team/HQ for decision on next steps.
  • Investigate the trend of donor interests and highlight their inclusion/priority in Heifer Model, aligning them with the ground reality.
  • Identify program priorities and seek opportunities together with the different resource mobilization teams at Heifer HQ and Country Office Team.
  • Lead bid development process and ensure its compliance with of Heifer business development process.
  • Lead agreement process (MoU, Teaming Agreement, Grant/contract Agreement, etc.)  with partners and donors.
  • Develop capacity document and other collaterals in collaborate with M&E and Communication team.
  • Build profile of the organisation among the donor/client/prospective consortium partners.

 

Project/Program Development (30%)

Responsible for leading new project/program development for HPIB.

  • Lead new project ideas generation and project design
  • Lead/Coordinate (as appropriate) in writing grant concept notes/proposals in response to the opportunities for submission to donors.
  • Lead in finalizing the application package (concept note, logical framework, proposal, budget, and supporting documents) ensuring requirement in the donor guidelines and internal/external compliances.
  • Build the capacity of relevant staff and provide constructive feedbacks to write quality proposals including concept notes for the idea bank, through skills and knowledge sharing.

 

Quality Assurance and compliance (10%)

Responsible for quality assurance of proposals and report as per donor’s and HPIB’s compliances.

  • Responsible for quality assurance of logical framework, concept notes, budget and narrative proposals.
  • Responsible for quality assurance of progress reports to donor, and support in finalizing the reports that is to be submitted to donors.
  • Responsible for ensuring internal compliance of the organisation related to business development.

Education and/ or Experience:
Master’s degree in relevant field plus five (5) years of related experience.

  • Excellent communication and presentation skills.
  • Advanced English communication skills, both written and verbal.

  • Ability to initiate and cultivate relationships with government entities and potential donor partners.
  • Excellent marketing and networking skills.
