TERMS OF REFERENCE
(Professional Consultancy Service)

BACKGROUND

Handicap International – Humanity & Inclusion (HI) is a Non-governmental, non-religious, non-political and non-profit making international organization. It works for people with disabilities, whatever the context, offering them assistance and supporting them in their efforts to become self-reliant. Since its creation, the organization has set up programs in approximately 60 countries and intervened in many emergency situations.

In Bangladesh; HI has been working since 1997 and currently implementing both development and humanitarian programing with main focus of people with disabilities. HI in Bangladesh is registered (registration number: 1575) as an INGO with NGO Affairs Bureau, office of the Prime Minister of Bangladesh. Registration number: 1575 and valid till 2030.

OBJECTIVES

The main objective of this consultancy work is to, professionally assist perform and to obtain project related clearance/approval/acceptance letter of concern department of NGO Affairs Bureau and hand over to HI Bangladesh.

MAJOR DELIVERALES

The following specific major tasks have been identify for the consultation and s/he is responsible for producing and sharing the following deliverables;

  • Act as authorized representative of HI in NGO AB for specific task and tenure;
  • To submit documents/reports/statements to NGOAB concern departments as advised and authorized;
  • Proactively be involved with concern NGO AB officials, ensure timely follow up as part of expedite the process and take the required initiative to get the clearances from NGOAB for which he is permitted to;
  • Provide true/correct information accommodating feedback received from concern officials or department of NGO AB to HI,
  • Report verbally and in writing (By email) as well to HI about the progress and outline and the next steps on by weekly basis to remain abreast;
  • Accomplish the tasks as per attached Annexure and ensure legitimate closure of those FDs.
  • Communicate / meet with NGO Affairs Bureau as needed Respond to further queries (if any or beyond the task listed in Annexure A)
  • Recommendations to process further FDs in the future to limit or avoid queries and delays from NGO AB approval of FDs
  • List of the Tasks Define in the Annexure-A or any associated deliverables/ requirements is come forward

SCOPE OF WORK

The scope of services will include but not limited to;

  • To provide professional service to act as representative of HI in NGO Affairs Bureau designed for a fixed period;
  • To communicate, pursue, co-operation HI to submit all required documents/reports/ statements /papers to concern department of NGO AB as well DC/UNO/CiC/RRRC of applicable program locations;
  • To obtain different projects audit approvals/clearance/acceptances in a timely manner. 

QUALIFICATION REQUIREMENTS

The respective person should be obedient to and bind by the Code of Conduct of HI and should process the following;
 
Knowledge -         The respective person should have educate knowledge on NGO AB updated Rules and Regulations along with INGO operation arrangement in Bangladesh.

Experience -         The respective person should have good experience to work with NGO Affairs Bureau to obtain/complete objective in a timely manner;

Commitment -    The respective person should poses a strong commitment to perform his/her duty to achieve target;

Confidentiality -The respective person should be trust worthy to maintain privacy and secure HI interest.

SPECIFIC TASK OF THE ASSIGNMENTS:

Following are the task for the consultant/ firms under the assignment, which could be increase/ decreased based on the context and mutual understanding between consultants and HI.

COST OF THE ASSIGNMENTS:

Total cost of the Assignment should be quoted including Applicable VAT & Tax. Price of each tasks are also to be quoted with the bid documents of the consultants/ consultant firm

PAYMENT TERMS

  • Within 15 days upon Receipts of deliverables with invoices.
  • HI will deduct applicable VAT & Tax as per regulations of Government of Bangladesh from every bills/ payments
  • HI Team will process the bill submitted by the consultant only after validations of deliverables by the Country Compliance Manager.
  • Consultant can claim the bill after completion of all the tasks listed in Annexure – A total tasks or after completion of full package of tasks under a particular FD-7/ FD-6/ FC-1.
  •  HI Reserve the Rights to deduct @BDT 200 (Two Hundred)/ day for any delays to deliver tasks from the date agreed between consultants and HI.

DURATION OF THE CONSULTANCY

The consultancy service task will be for a period of 02 (One) months from starting from the date of contract signing. However, the duration of the contract may be increased or decreased depending on the performance of the consultant, project’s needs, budget availability and Government Rules and regulations.

DURATION OF THE CONSULTANCY

HI Reserve the Rights to terminate this consultancy contract, whatsoever the reason. In such cases, HI ensure payment of the tasks delivered by the consultants during the time of termination.

SUBMISSION OF APPLICATION

Expression of interest should be forwarded to logistics@bangladesh.hi.org not later than 15 June/ 2021 (11:59pm, Bangladesh time) with Ref: PSR BGD-2021-DHAK-0105. The final decision on the candidate will be taken by 24 June 2021.

The application should comprise of:

  1. A detailed technical proposal and a budget
  2. An updated copy of their CV including references and their contact details as well as two samples of recently completed evaluation reports
  3. Statement that Consultant will adhere to HI’s terms and conditions
  4. Trade License (in case of company)
  5. VAT Certificate (in case of company)
  6. E-TIN Certificate (for both, either company or individual)
  7. Bank Solvency Certificate (for both, either company or individual) - Optional
  8. Insurance Certificate (for both, either company or individual) - Optional
  9. Bank details: name of the account, Bank name, branch, swift code etc.
  10. Proposal must be submitted in BDT;
