Inclusive Humanitarian Action Technical Advisor

Programme: BANGLADESH                                                 Dates: 10/11/2019

Present in Bangladesh since 1997, Humanity and Inclusion has been providing support to the Rohingya refugees and host communities in the official refugee camps, makeshift camps and host communities in Teknaf and Ukhiya, in Cox’s Bazar district since 2007. Before August 2017, Humanity and Inclusion was implementing three projects in Teknaf and Ukhiya, focusing on Child Protection, Child Development, DRR (Disaster Risk Reduction), Physical and Functional Rehabilitation, MHPSS (Mental Health and Psychosocial Support) and Disability Inclusion Mainstreaming. In September 2017, HI scaled up its operations and launched an emergency response to meet the increasing needs resulted by the new influx of refugees fleeing violence in Myanmar.

Since the initial influx, Humanity and Inclusion has built and refined its response methodologies to provide and facilitate access to services for persons at risk, including persons with disabilities. Since 2017, Humanity and Inclusion has successfully deployed multi-sectorial mobile teams and developed skills to mobilize volunteers, provide quality services, and contribute to referral pathways in more than 13 camps. With the support DFID and DFAT, HI is implementing inclusive education projects providing support to 334 children with disabilities and providing technical and material assistance to 64 schools/ TLCs in both host communities and refugee camps to ensure learning environments are inclusive. HI also provides technical support to learning centers/ spaces to ensure that they are inclusive of children with severe disabilities who are not able to attend mainstream schools by promoting early childhood development. In parallel, HI is supporting a number of humanitarian actors (UN, international and national NGOs) through consortia, in coordination mechanisms and other partnerships, to mainstreaming disability within their programs and within the broader humanitarian response.

Objective of the consultancy

  • Strategic Development:
    • Contribute to the inclusion strategy and implementation plan, with a focus on the disability mainstreaming activities within the consortia.
    • Contribute to the overall strategic planning:  contribute to the design and guide further strategy on disability, age, and gender-inclusive services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs, and interests for future projects
  • Capacity Building / Technical Support:
    • Provide technical guidance and build capacity of consortium partners, and other HI partners, on inclusive humanitarian action, focused on mainstreaming and inclusive programming (design, delivery, monitoring and evaluation). This will include being involved in and/or guiding HI teams to identify entry points, assess capacities and develop an action plan collaboratively with partners, and support the implementation of the action plan.  
    • Develop materials, tools and resources, in line with global and national frameworks on inclusive humanitarian action, to support capacity building and advocacy efforts.
    • Ensure quality implementation through technical guidance and capacity building of the HI teams. 
  • Coordination/ External Representation:
    • Participate and contribute technical expertise to the Age and Disability Working Group, in collaboration with other members.
    • Participate in inter-agency coordination and/or cluster meetings to promote disability mainstreaming
    • As required, promote HI work in inclusive humanitarian action in other platforms (e.g. donor meetings, working groups, NGO platforms, etc.)
    • Ongoing internal coordination and communication with HI program teams and with HQ Inclusive Humanitarian Action Specialist
  • Other:
    • Support in reviewing the scope and job description of inclusion staff and support HR for the recruitment of National staffs when necessary
    • Other technical support tasks and program support as required

Deliverable

  • Inclusion strategy and plan for the implementation of HI activities in the inclusion mainstreaming projects is developed, in collaboration with program team and HQ inclusion specialist.
  • Package of all materials and technical documents produced (fact sheets, trainings, tools, action plans, assessment reports, etc)
  • Reports and meeting notes documenting all activities related to:  technical support provided, meetings with partners, coordination meetings, etc
  • Capacity Building plan for HI teams and progress report
  • Consultancy report including objectives reached, activities completed, and recommendations for next steps

Duration of the Support
3 months

Essential Knowledge & experience required
  • You have a degree in humanitarian/development work or in the social field (anthropology, psychosocial, sociology, protection, public health). A background in Physiotherapy/Occupational therapy would be an asset.
  • You have technical experience in advocating for and building capacity of humanitarian actors on disability mainstreaming in humanitarian action in different sectors and over different phases of the humanitarian response.  Experience in other cross cutting approaches, such as gender, age or protection mainstreaming, would be suitable.
  • You have at least 3-5 years of relevant experience in the humanitarian sector with specific 2 years’ experience in disability/ protection mainstreaming
  • Proven experience training and building capacity of other humanitarian actors
  • Good understanding of the rights of persons with disabilities and other vulnerable groups, and their risks in humanitarian settings, including global frameworks and principles that promote inclusive humanitarian action.
Skills required
  • You possess pedagogical and methodological skills:  in designing and providing capacity development (training, coaching, learning, etc.)-
  • You are fluent in English (oral and written)
  • Experience in the region is an asset.
  • You have excellent communication skills and a commitment to team work
  • You have the ability to solve problem and have a goal-orientated approach to work.
  • You are humble, flexible and hold a coaching posture
