HANDICAP INTERNATIONAL- HUMANITY & INCLUSION (HI), BANGLADESH PROGRAMME

Title of Project: Women Integrated Sexual Health (WISH2ACTION)
Consultancy Work: Develop disability inclusive SBCC strategy with relevant SBCC materials and advocacy campaign for local level on Sexual and Reproductive Health Rights (SRHR)
Length of consultancy: 20 working days in 1.5 months

1. Background

Handicap International-Humanity & Inclusion (HI) is an international aid organization operating in situations of poverty and exclusion, conflict and disaster. It works alongside people with disabilities and vulnerable populations, taking action and bearing witness in order to respond their essential needs, improve their living conditions and promote respect for their dignity and their fundamental rights. HI launched its programme in Bangladesh since 1997 to advance the long-term rights and inclusion of people with disabilities.

Background of the project:

HI in Bangladesh is implementing the project “WISH2ACTION: Women Integrated Sexual and Reproductive Health” (2019 – 2021) supported by DFID. A cluster model will be used to ensure equitable access to family planning and sexual and reproductive health and rights (SRHR) through a  combined strength of WISH2ACTION’s consortium to allow  better integration of advocacy into health care services..  

The WISH2ACTION partners in Bangladesh are Marie Stopes International, Options Consultancy Service (‘Option’) and Handicap International (HI) with an aim to  deliver the project through extensive service and networks at country level by providing  integrated and inclusive SRHR services, focused on  reaching the poor, youth under 20, the marginalized and people with disabilities. Working together, partners will  ensure that the project is implemented effectively and efficiently  to achieve its goals, which will translate into , improved lives and health of women and girls, men and boy in Bangladesh.

HI will directly implement in  Kurigram sadar and Ulipur Upazila in Kurigram district, and Sitakunda upazila in Chattogram district with the support of two local partners respectively Solidarity in Kurigram and YPSA in Chattogram to provide   disability inclusive services and promot the dignity and fundamental rights of people with disabilities across all SRH programming based on collaboration, technical supervision and companionship with other consortium partners.

Working with Marie stopes,  HI will work through Disabled People’s Organizations (DPOs) to implement demand creation activities which include; conducting an SBCC & advocacy campaign, IPC ( peer support), and  ensure equity and rights of people with disabilities represented, and support government and consortium partners on smooth referral of services in WISH2ACTION district level program in  15 districts of Bangladesh(Cumilla, Mymensingh, Faridpur, Barishal, Khulna, Shylet, Moulovibazar, Rangpur, Dinazpur, Jashore, Bogura, Rashahi, Naogaon, Chapainababgonj & Natore)

Rationale of the action:

Social Behaviour Change communications (SBCC) interventions are integral for inclusion of PWDs in SRH programming under the WISH2ACTION. Though there are a number of barriers hindering PWDs from access of SRH services, the program will use targeted SBCC, to generate demand, breakdown barriers to access SHR services advocate, as part of accountability initiatives to strengthen national ownership.
‘Inclusive SBCC’ will refer here to communication means/materials that are accessible for people with any type of impartments or people with no literacy. Therefore, HI will implement an SBCC campaign, to raise awareness among people with disabilities, care takers of PWDs, communities, SRH service providers, young people in school, local authorities which will be informed by the Knowledge Attitude and Practice (KAP) study. 

Based from the above, HI intends to recruit an experienced consultant to assist in the development of an inclusive SBCC and Advocacy campaign to address barriers in the KAP study. . The Terms of Reference (TOR) invites an individual and experienced firm (hereafter referred to as “Consultant”) to develop disability SBCC strategy , relevant SBCC materials and an advocacy strategy.

2. Overall objective of the consultancy:

The overall objective of the consultancy is to support HI to develop disability inclusive SBCC SRH communication campaign that will drive demand for services for people with disabilities.

Specific objectives:

  • Develop disability inclusive SBCC strategy including message development respecting WISH project’s KAPDevelop disability inclusive SBCC strategy including message development respecting WISH project’s KAP study.
  • Support project team to develop content for different SBCC methods and materials
  • Develop local advocacy campaign; respecting WISH project proposal and national context analysis report.
  • Organize a 2-day workshop to develop respectively SBCC strategy and advocacy campaign.

3. Scope of the consultancy

3.1 Collection and assessment of available SBCC material developed by government and other actors.

Directorate General of Family Planning (DGFP) and national and international development organizations have been implementing projects/program on sexual and reproductive health in Bangladesh. These agencies developed significant number and types of SBCC materials which are currently available and are being used, – all these can be an important resources for the project. These SBCC materials should be collected and reviewed to see if disability issue is addressed properly and how to reproduce them in inclusive/accessible format.

3.2 Develop disability inclusive SBCC strategy (development of awareness messages and design inclusive SBCC materials) on sexual and reproductive health

HI will conduct a KAP survey in the cluster (community) which will identify knowledge as well as their attitude and practice of SRHR of people with disabilities. The survey will also identify prevailing gaps for people with disabilities when it comes to accessing available SRH information and barriers to access to SRH services offered by existing service providers.

The consultant will review the KAP study finding and develop SBCC strategy, develop awareness messages to address the gaps and barriers on SRH and rights issues of people with disabilities and design inclusive SBCC materials with these messages. The proposed audience of the SBCC strategy would be:
-People with all types of disabilities, their spouse, families and community people (male and female)
-Service providers on SRH services - both public and private sectors, profit and non-profit organizations
-Secondary level school students and teachers
-Local level authorities
Consultant should ensure finalization of awareness messages and SBCC materials followed after a field testing process. The consultant should also support project team to validate the SBCC materials from technical team of Ministry.

3.3 Inclusiveness of SBCC materials

The SBCC strategy is targeted to reach wide range of users including community people, service providers, local authorities and policy makers. The community people consist of a wide range of people can be characterized by literacy, cast, religion, wellbeing condition, social norms, age and disabilities (physical, visual, speech, hearing, intellectual, multiple etc). So far, none of a single media have reached to these wide ranges of population therefore multiple media (print & electronic) approach might be appropriate. The consultant will have to design SBCC material using different formats (based of the strategy) which could be but not limited to visual, pictorial, audio-visual, animated etc. HI from its experience of working with people with disabilities, will support consultant to make it inclusive; here are some examples of inclusive formats for people with disabilities:

3.4 Advocacy campaign development:

The project team has identified advocacy issues in consultation with its consortium partners under the premise of the project objectives and deliverables. Based on the national level context analysis, KAP survey the consultant will define disability inclusive, locally adopted, advocacy campaign for the local level. The advocacy campaign would be based on the SBCC materials designed, aims to influence the community people and relevant stakeholders to mold the perception about disability issues as well as existing SRH practices at the local level. These advocacy campaign aim to development of disability-inclusive, locally-adapted, and targeted media campaigns (Targeted SBCC mass media campaigns). These advocacy campaign will be rolled out by the project team, implementing partners and DPOs.

4. Confidentiality and copyright:

All documents shared with the consultant are confidential to HI Bangladesh and should not be used outside of HI Bangladesh without prior permission. Information received by the consultant from HI Bangladesh and its stakeholders should be treated as confidential. The SBCC strategy, SBCC materials and advocacy strategy will be owned by HI Bangladesh and HI will disseminate to or share with authorities, as the organization feels necessary. Along the SBCC strategy and materials, the consultant should submit an estimation of budget required to develop/print the SBCC materials. 

5. Principles and values

The consultant should comply with HI’s ethical rules and protection policies, in particular the Child Protection (CP) and Protection against Sexual Exploitation and Abuse (PSEA); these policies will be the integral part of the final contract. The consultant should also bear the image of HI and ‘do-no-harm’ to the beneficiaries or stakeholders and should maintain transparency and impartiality with project participants and stakeholders. The consultant should respect the core humanitarian principles during his/her engagement with HI.

  • This agreement between HI and the Consultant shall comply with the requirements of this Subcontract and the Prime Agreement, in particular, Clauses 7 & 8 of DFID’s Terms and Conditions (Annex 1.2).
    • Prevention of Fraud and Bribery and Anti-Terrorism: Without prejudice to any other provision of this Subcontract, HI warrants and represents to IPPF that to the best of its knowledge that neither HI, its personnel, agents or subcontractors or any person acting on its behalf:

6. Deliverables

The following deliverables are expected from the consultant:
-BCC materials collected from different actors (government, private and non-government) with necessary assessment and recommendation
-SBCC strategy for WISH2ACTION project focusing on message on SHR and rights issues of people with disabilities targeted to community people (including people with disabilities, service providers, policy makers and other relevant actor related to SRH
-Final design of the BCC materials developed to as part of the BCC strategy
- Advocacy campaign design for local level (disability-inclusive, locally-adapted, and targeted media campaigns)
 
7. Eligibility Criteria

Profile of the consultant

  • The consultant should have an advanced degree in SRH or Mass Communication; a mix of both expertise is desired
  • The consultant should have sound understanding on communication barriers faced different type of people with disabilities.
  • Experience conducting similar type of consultancy work including development of SBCC strategy, SBCC material development and advocacy strategy development
  • Agreeing on the proposed time to complete full set of deliverables.

9. Role of Handicap International Bangladesh

  • Provide relevant project documents
  • Provide an orientation of the project, disability issue
  • Provide support to the consultant during the field visit, introduce the consultant in the field, assist to arrange logic support in the field etc.

10. Mode of Payment

All payments should be made by account pay cheque and vat+tax should be deducted at source. HI may make payment instalments as follows: 30 percent advance after signing of the contact, and the final 70 percent after the receipt and acceptance of the final deliverables. The payment is done within 10 business days after receipt of the invoices.
*Penalty: Any justified delay will be managed by amendment of the contract but any unjustified delay will be penalize by deducting  5% of total fees for per week delay, capped at 10% of the total amount.

Financial Proposal:
This should include: all-inclusive daily consultancy fees including local transport, accommodation, VAT-Tax.
