Construction Supervisor

Purpose:

The Construction Supervisor is responsible for supervising, monitoring, and reporting on climate-resilient housing, WASH, drainage, and small-scale community infrastructure works implemented by Habitat for Humanity Bangladesh (HFHB) under the project “Building Resilient Futures: Comprehensive Climate Adaptation for Climate Migrants and Vulnerable Populations” in Cox’s Bazar.

The position will ensure that all construction and rehabilitation activities are implemented in accordance with approved technical designs, quality standards, safety requirements, environmental considerations, and project timelines. The Construction Supervisor will oversee field-level implementation of climate-resilient housing repair and construction, WASH facilities etc. while coordinating closely with contractors, skilled workers, volunteers, community representatives, and project staff.

Given the environmental context of Cox’s Bazar, the role will particularly support implementation of climate-adaptive and hazard-responsive construction approaches suitable for flood-prone, waterlogged, and landslide-vulnerable areas.

Responsibilities:

The following responsibilities are indicative and not exhaustive. Additional duties may be assigned based on operational needs.

The Construction Supervisor will:

  • Oversee and coordinate on-site construction, repair, rehabilitation, retrofitting, and maintenance works related to housing, WASH, and settlement infrastructure.
  • Ensure all construction activities comply with approved drawings, specifications, BOQs, climate-resilient construction standards, and organizational requirements.
  • Conduct technical assessments, site inspections, measurements, and quality monitoring of field activities.
  • Monitor work progress and ensure timely completion of activities according to project implementation plans.
  • Maintain accurate technical records including site logs, progress tracking, measurements, and material utilization records.
  • Coordinate with contractors, suppliers, skilled laborers, community representatives, local authorities, and project teams to support smooth implementation.
  • Support implementation of community-based and participatory approaches during construction and infrastructure activities.
  • Ensure safeguarding, gender, disability inclusion, and protection considerations are integrated into all field activities.

1. Construction, Repair, and Maintenance Supervision

  • Supervise implementation of climate-resilient housing construction and repair activities in targeted communities.
  • Supervise construction and rehabilitation of WASH facilities, including household and communal sanitation infrastructure.
  • Monitor small-scale infrastructure improvement works to ensure quality and safety standards.
  • Ensure construction materials used at site meet approved specifications and quality requirements.
  • Verify workmanship, measurements, and completed works prior to certification or payment processing.
  • Conduct routine field visits and inspections to identify implementation challenges and recommend corrective measures.
  • Coordinate daily with contractors, masons, carpenters, skilled workers, and community groups during implementation.
  • Support technical orientation and on-site guidance for local artisans and workers on climate-resilient construction practices.
  • Ensure environmental and site safety measures are properly maintained at all construction location.

2. Finance and Administration

  • Ensure full compliance with HFHB financial guidelines, procurement rules, and internal controls during implementation of construction activities.
  • Support tracking of construction-related expenditures, materials usage, and work progress in line with approved budgets and timelines.
  • Flag potential cost overruns, delays, or resource gaps to the Program Manager in a timely manner.

3. Reporting

  • Provide regular technical updates on construction progress, challenges, and risks to the Program Manager and relevant team members.
  • Prepare and/or contribute to daily, weekly, and monthly progress reports, including photographs, measurements, and site observations as required.

4. Logistics and Safety

  • Provide technical input to procurement and supply planning for housing and WASH materials and coordinate with logistics staff to ensure timely delivery to sites.
  • Ensure staff, contractors, and workers comply with occupational health and safety (OHS) rules and procedures, particularly within congested urban environments.
  • Ensure that relevant technical documentation, safety guidelines, and procedures are clearly understood and adhered to at site level.

Requirements:

1. Education

* Diploma in Engineering (Civil). Bachelor’s degree in civil engineering or related discipline will be considered as advantage.

2. Experience

  • Minimum 3–5 years of experience in construction supervision, housing, WASH, or community infrastructure projects.
  • Experience in climate-resilient or disaster-resilient construction approaches will be preferred.
  • Familiarity with construction practices suitable for flood-prone, coastal, or landslide-risk environments.
  • Ability to read and interpret technical drawings, BOQs, and specifications.
  • Experience in field monitoring, site inspection, quality assurance, and contractor coordination.
  • Strong communication and coordination skills with communities, contractors, and multidisciplinary teams.
  • Good understanding of occupational health and safety practices.
  • Ability to work effectively in challenging field environments and adapt to changing operational priorities.
  • Proficiency in Microsoft Office applications for reporting and documentation
  • Must have valid motorcycle driving license

Salary:

Negotiable based on competency of the selected candidate with all other regular benefits as per organizational policy.
