Community Mobilizer

Purpose:

The Community Mobilizer will support in the effective implementation of Habitat for Humanity Bangladesh (HFHB)’s GMF-funded Resilient Bhashantek project by facilitating inclusive community engagement and participation. The position is responsible for mobilizing informal settlement communities to engage in project activities through household consultations, assessments, mapping, workshops, and other participatory processes.

Main responsibilities:

1. Field Implementation, Coordination & Reporting Assistances

  • Support planning, budgeting, and preparation of field-level work plans aligned with GMF project outputs.
  • Facilitate implementation of community-level activities, including household consultations, FGDs, assessments, awareness sessions, and participatory meetings.
  • Mobilize households and community groups for:
    • Housing renovation/retrofitting activities
    • Community-managed WASH facility construction and use
    • Livelihood and construction skill training
    • Disaster preparedness drills and risk reduction actions
  • Coordinate community participation in meetings, workshops, trainings, and consultations with project teams and external stakeholders.
  • Identify and engage local-level actors, CBOs, youth groups, women’s groups, and informal leaders to support implementation.
  • Support supervision and follow-up of field activities to ensure quality, timeliness, and community acceptance.
  • Contribute to monthly, quarterly, and final reports, including documentation of progress, challenges, lessons learned, and good practices.
  • Support collection and documentation of impact stories, case studies, and community narratives.

2. Community Engagement, Participation & Capacity Building

  • Facilitate inclusive and meaningful participation of community members in planning, implementation, monitoring, and evaluation processes.
  • Ensure active engagement of women, youth, persons with disabilities, and other vulnerable groups.
  • Support formation, strengthening, and functioning of community committees or user groups related to housing, WASH, and disaster preparedness.
  • Organize and facilitate community risk assessments, consultation meetings, and capacity-building sessions.
  • Promote community ownership and sustainability of project interventions.

3. Monitoring, Learning & Evidence Generation

  • Support monitoring of community engagement activities, household consultations, and participation levels.
  • With support from technical teams, assist in monitoring progress of housing, WASH, and livelihood-related activities at community level.
  • Support implementation of integrated monitoring plans in coordination with MEAL staff.
  • Participate in the design and use of context-adapted monitoring and assessment tools.
  • Collect, verify, and submit field-level data to supervisors in a timely manner.
  • Identify emerging issues, risks, or community concerns and escalate them appropriately.
  • Support learning, research, and innovation activities by facilitating community access for assessments, pilots, and studies.

4. Accountability, Feedback mechanism

  • Facilitate community awareness on feedback, complaints, and accountability mechanisms.
  • Collect community feedback through multiple channels (FGDs, household visits, help desks, suggestion boxes, phone).
  • Ensure proper documentation, referral, and follow-up of feedback, questions, and complaints.
  • Support transparent communication between the project team and communities regarding project scope, timelines, and limitations.

5. Active support, role modelling, and adherence to the Habitat for Humanity’s Values and Safeguarding Commitment.

Requirements:

Education

  • Bachelor’s degree in social sciences, Development Studies, Urban Studies, Sociology, Community Development, or other relevant disciplines from a recognized university.

Experience

  • Minimum 3 years’ experience in the development sector.
  • Experience of working on housing, WASH, livelihoods, DRR, or urban resilience programs will be added advantage

Skills & Competencies

  • Strong facilitation, communication, and interpersonal skills.
  • Experience with community consultations, FGDs, household assessments, and feedback mechanisms.
  • Commitment to accountability, safeguarding, gender equality, and inclusion.

Salary:

Negotiable based on competency of the selected candidate with all other regular benefits as per organizational policy.
