Purpose:
The Specialist Advocacy and Urban will lead Habitat for Humanity Bangladesh’s advocacy initiatives while supporting the design and implementation of urban programs targeting informal settlements. Reporting to the Associate Director Programs, this role will drive policy influence and strategic engagement with government, civil society, and development partners to promote inclusive housing and human settlement solutions.
The position will also provide thematic expertise for urban programming, ensuring alignment with Habitat’s global strategy and Bangladesh’s urban housing priorities. By integrating advocacy and urban development, the Specialist will strengthen evidence-based policy dialogue, build and maintain networks, and support resource mobilization to scale impact for vulnerable urban communities.
Main responsibilities:
- Develop, implement, monitor, and modify HFHI-B’s advocacy strategy aligned with the country strategy and global campaigns.
- Identify policy gaps and lead advocacy initiatives to influence housing and settlement policies for informal urban communities.
- Position HFHI-B in national and regional coalitions, networks, and dialogues on housing and urban development.
- Support the development of national urban housing strategies and integrate advocacy priorities into program frameworks.
- Facilitate knowledge exchange and cross-learning on urban housing issues within HFHI-B and among partners.
- Build and strengthen partnerships with government agencies, municipalities, UN bodies, NGOs/INGOs, academic institutions, and private sector actors.
- Support resource development through mapping opportunities, proposal development, and donor engagement for advocacy and urban programs.
- Leverage advocacy and urban program to enhance HFHI-B’s visibility and fundraising efforts.
- Document best practices, lessons learned, and success stories from advocacy and urban initiatives.
- Ensure adherence to HFHI’s safeguarding policies, ethical standards, and risk mitigation measures in advocacy and urban programming.

Requirements:
1. Education
- At least Post Graduation in Social Sciences/ Development Studies/ Policy Study/ Communication/ Urban Planning/Public Administration/ related fields. Advanced Degree in Advocacy is a plus. Education qualifications may be relaxed for candidates with demonstrable experiences.
2. Experience
- Minimum 5 years of experience in advocacy, policy analysis, and program implementation in urban development or housing sectors.
- Proven track record in influencing policy and managing partnerships with government and development actors.
- Experience in designing and supporting urban programs for informal settlements is highly desirable.
- Knowledge of local laws and regulations related to rights and services.
- Strong oral and written communication skills, with excellent interpersonal, presentation, and negotiation abilities.
- Proven leadership, strategic planning, and stakeholder engagement skills.
3. Competency
- Ability to design and implement integrated advocacy and urban development strategies.
- Skilled in analyzing housing-related policies and generating evidence for advocacy.
- Strong ability to engage government, media, and development partners for policy change.
- Knowledge of informal settlement dynamics, pro-poor housing solutions, and urban planning.
- Excellent written and verbal skills for policy briefs, reports, and stakeholder engagement.
- Works effectively in multicultural environments and builds consensus among diverse stakeholders.
- Familiarity with MS Office, data analysis tools, and project management software.
- Ability to foster a culture of integrity, accountability, and collaboration.
