Purpose:
The Habitat for Humanity International Bangladesh (HFHB) FOI Specialist will play an important role in supporting HFHB’s mission by supporting the HFHB team’s partnership, resource mobilization, and reporting efforts. The HFHB FOI Specialist will assist the Associate Director of Resource Development (RD) and Strategic Partnerships in achieving the annual fundraising targets (FOI, Corporate, Tithe, Government, etc.) of HFHB. The specialist role will collaborate with HFHB's internal teams and external partners while leveraging essential external resources to create engaging, high-quality concept notes and proposals for HFHB. This position entails collecting (a) data and evidence to support needs-based proposal and concept note development, and (b) business intelligence to identify potential funding opportunities.

The HFHB FOI Specialist, in partnership with the program team, will be responsible for developing a diverse FOI pipeline while revitalizing and strengthening connections with existing and prospective donors. This role requires a strong understanding of donor cultivation and engagement. The FOI Specialist will work closely with the Associate Director-Resource Development (RD) and Strategic Partnerships, program teams, along with internal stakeholders from key areas and departments, to develop a strategy that positions HFHB as a leader in the shelter sector among priority funders. The FOI Specialist will support the execution of HFHB’s prepositioning action plan, achieve fundraising targets, and contribute to overall team success.

Main responsibilities:
The HFHB FOI Specialist will lead in partnership with the Associate Director-Resource Development and Strategic Partnerships, National Director, Program Department and subject matter experts, and technical team to increase institutional donor funding. Key responsibilities include FOI prepositioning, joining consortiums, developing and coordinating proposals in consortium, and organizing events to establish HFHB as a leading housing organization.

  • Maintain HFHB live donor mapping, analyse data, and keep internal stakeholders informed and updated. Maintain accurate and detailed records of donor engagement in excel files. Develop and lead the coordination of the prepositioning plan, ensuring alignment with HFHB’s Program Strategy.
  • Identify funding opportunities aligned with HFHB’s Program Strategy and contribute to GFOI’s monthly forecasting.
  • The FOI Specialist will oversee the FOI prepositioning in coordination with the Associate Director-Resource Development and Strategic Partnership, National Director, and program technical teams.
  • Facilitate the development of compelling proposals to secure funding and advance HFHB's mission. Taking the lead in crafting comprehensive and persuasive proposals, the FOI Specialist works closely with program teams, MEAL, finance team, and Associate Director-RD and Strategic Partnerships to ensure alignment with donor priorities and address critical humanitarian needs, supporting HFHB's continued growth and impact.
  • Prepare briefing memos and other informational materials to support and assist senior HFHB leadership in donor engagement.
  • Collaborate with the Associate Director of Resource Development and Strategic Partnerships and the Communications Officer to plan and manage events that showcase HFHB as a leading shelter organization, enhancing its visibility and support. Additionally, the FOI Specialist will work with internal stakeholders to plan and manage HFHB events aimed at raising the profile of HFHB programs.
  • Work with the Communications Officer to create compelling marketing campaigns that resonate with target audiences.
  • In collaboration with the Associate Director of Resource Development and Strategic Partnerships, and the Communications Officer, the FOI Specialist will (a) develop and implement marketing plans and campaigns for local fundraising for Habitat Bangladesh, and (b) assess and report on the performance of digital marketing campaigns, using data analytics to inform future strategies.
  • The FOI Specialist will collaborate with internal teams and vendors to plan and execute digital marketing campaigns, including web, email, and SEO.
  • Utilize email marketing to track and nurture target audiences.
  • Prepare and present updates on progress, successes, challenges at internal meetings – Area Office, GFOI and Country.
  • Under the leadership of the Associate Director of Programs and in partnership with the MEAL Specialist and the Associate Director of Resource Development and Strategic Partnerships, the FOI Specialist will oversee a comprehensive research study, supported by an external consultant, to examine the broader impacts of housing. A key output of this research will be data-driven insights that can shape and inform proposal development, improve project models, and provide indicators for constructing logical frameworks. Additionally, the FOI Specialist will lead the creation of a white paper to support influence-building and advocacy efforts, strengthening and contextualizing HFHI's global advocacy initiatives.
  • Organize two high-profile national-level events to raise awareness of Habitat Bangladesh’s value, highlighting its unique contributions beyond housing construction. These events will serve as platforms to engage key external stakeholders, including FOI donors, peers, and authorities, fostering meaningful dialogue and collaboration.
  • Monitor the grant reporting deadlines of active grant portfolios and collaborate closely with HFHB stakeholders to ensure compliance with funder reporting requirements. Work in partnership with HFHB finance, legal, and compliance departments to ensure timely and accurate processing of grant agreements, acknowledgements, and payments.

Safeguarding:

The consultant and the field staff engaged in the project must adhere to the safeguarding code of conduct in both their professional and personal lives, which includes doing "NO HARM" to vulnerable children and adults, whether directly or indirectly, intentionally or unintentionally, knowingly or unknowingly. Each employee must take proactive steps to prevent, respond to, and report safeguarding- related risks and concerns by extending support and encouraging a "Speak Up" culture using the established reporting system. Any breaches would invite immediate disciplinary action, including the termination of the contract.

The following steps are part of safe-guarding related screening:

  • Undergo orientation to have a comprehensive understanding of HFHB (including its values), its safeguarding obligations and the personal responsibility to maintain the same, the available reporting system and the consequences of non-adherence to the safeguarding code of conduct.
  • Submission of the signed code of conduct and acknowledgement of Safeguarding.
  • A self-declaration stating that they have no involvement, past or present, in any case of any form of abuse against any child or adult.

Requirements:

1. Education
A minimum of a Master's degree or equivalent, preferably in social science, political science, international relations, media and communication, marketing, development studies, resource mobilization, international development, or related fields, along with 7 years of relevant experience, is required.

2. Experience:
A minimum of five years of diverse programmatic and development experience in securing multi-year grants ranging from six to seven figures, preferably from leading institutional funders such as the EU, GAC, UKAID, SDC, SIDA, USAID/US State Department, UN Agencies, EKN, AFD, the World Bank Group, etc. This experience should encompass sectors such as housing /shelter, WASH, climate change, disaster risk reduction, community development, emergency response, humanitarian services, and other areas within international non-governmental organizations (INGOs).

3. Competencies

  1. Expertise in Internet research, with a focus on gathering and analyzing foundation and institutional funding programs, areas of concentration, and grant guidelines/requirements, including grant writing and budget development.
