The Program Manager is responsible for the successful planning, implementing, monitoring, reporting and managing implementation of assigned projects according to donor agreements and guidelines along with efficiently managing and directing required resources to best meet project objectives under the supervision of Senior Manager - Program Implementation and Innovation (SMPI&I). Responsible for identifying, monitoring, and responding to risks related to the project management. S/he will lead, motivate, coordinate and provide overall management and directions to the Project Coordinators and project teams and monitor project activities and budgets. She is also responsible for endorsing the beneficiary selection and Project Office level Purchase Requisition and Comparative Statement to SM-PI&I for final approval. Collect metrics data and produce/review periodic project progress reports, activity reports and other relevant documents linked to the projects for the SMPI&I and other stake holders.
Main responsibilities:
1. Programming and Leadership
- Overall implementation and management of the assigned projects within the constraints of the projects along with managing and directing the resources with fullest efficiency & stewardship to best meet of the project objectives
- Prepare the detailed project implementation plan (PIP) with respective project teams.
- Ensure collection of metrics data & produce periodic donor progress reports, activity reports and other relevant program reports & documents in English for all stakeholders, management and donors
- Identifying, monitoring, and responding to risks related with project implementation.
- Provide leadership to the related project staffs for delivering project's objectives within scope, schedule, cost, and quality
- Review and endorse beneficiary selection and provide final recommendation to management for approval. 7. Review the FTR & CR to confirm that they are produced in alignment with the projects scheduled activities B. Review the PROJECT level Purchase Requisition and Comparative Statement for management approval.
- Coordinate among Project Coordinators and key project personnel to bring outcomes/recommendations/suggestions to the attention of management.
- Develop a good rapport team members to ensure a healthy working environment with good relationships to motivate staff to contribute their best for the achievement of desired outcomes and facilitate strong communications between Project staff and senior management.
- Ensure project activities comply with the policies and regulations of HFHB and donor organizations as specified in grant agreements and trouble shoots project problems identifying and implementing creative solutions.
- Support program development department in new project development as well as helping to ensure projects are designed based on needs and RFP guidelines to build community, sector and societal impact.
- Support preparation of FD-6& FC-1 and all kind of Program reporting etc.
- Support in to develop program evaluation strategies and framework to assess the strengths of the program and to identify areas for improvement,
- Support the development and execution of program policies and guidelines
2. Resource Mobilization
- Collaborate with internal and external stakeholders to formulate effective new ideas and innovative strategies for program development or partnership opportunities in alignment with the HFHB’s strategy and standards.
- Work closely with HFHB Resource Development team and technical experts in developing competitive project proposals to increase funding opportunities and maximize impact.
- Together with the National Office team, maintain strong networks with donors, particularly with the Foundations, Organizations, Institutional donors to pre-position HFHB for upcoming funding opportunities.
- Build HFHB representation, visibility and attractivity up by promoting and sharing HFHB vision and strategy during key meetings with local authorities, clusters and other agencies.
- Support the RD & Communication team providing data/information, case stories and best practices to develop communication materials and promotional items to attract and sustain funding for the program.
3. Representation, Communications and Coordination
- Communicate and coordinate activities with other local or international actors interested in learning and participating in the HFHB’s programs.
- Maintain close relationship with local authorities/administrations as well International Coordination Mechanism (e.g., Humanitarian Coordination Task Team, Clusters and working groups) at national level.
- In collaboration with Communications department, participate in the development of, and follow a communication plan with specific deliverables (e.g., user guide/illustrated manual, video, photographic catalogue, posters, images and key messages in support of social media HFHB promotion).
- Ensure regular communications and technical support to the team and relevant departments (Finance, HR, Program, etc.) to avoid misunderstanding and guarantee good internal coordination.
4. Administration, Finance and Human Resources
- Ensure that Program expenditures and budgets are well-monitored and activities are implemented and completed within budget and on schedule.
- Build capacities of HFHB’s program staff and provide them on-the-job coaching.
- Ensure all team members understand and carry out their duties in accordance with HFHB’s values and principles, and in accordance with HFHB administrative policies and procedures.
- Ensure compliance with donor and government requirements in the development and implementation of programs.
5.Monitoring and Reporting
- In coordination with the MEAL team, design and support the implementation of a M&E to ensure program objectives and activities.
- Work with the MEAL team and other members of the program teams to ensure that program objectives and activities are agreed upon within the context of HFHB’s values, aims and objectives.
- Contribute to the design of the Monitoring Evaluation and Learning & accountability (MEAL) framework and the method for the collection of learning
6. Safety and Security
- In collaboration with the HFHB security focal, ensure all program team members understand individual and collective responsibilities for safety and security.
- Liaise with the HFHB security focal to ensure compliance with HFHB security guidelines and their effective application in the local context.
- Monitor the operational environment with respect to increased level of threat and advise the line management.

Requirements:
1. Education
- At least Bachelor’s degree preferably in Civil Engineering/ or Master’s degree preferably in development studies/Social Science or any other relevant field of study from a recognized university.
2. Experience
- More than 5 years’ experience in management and coordination role in the development and/or humanitarian sector is mandatory.
- At least 3 years’ experience in related field i.e. engineering, construction, housing and human settlements, management, disaster risk reduction and response, community developments, etc.
- Extensive experience working with Institutional donors and/or managing projects funded by Institutional donors.
3. Competencies
- Attention to detail and strategic thinking.
- Able to perform strategic planning including setting organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition in the for profit or non-profit sector.
- Able to design and coordinate detailed business planning that defines the implementation of strategic plans through a given period of time, with clearly defined metrics and outcomes.
- Results-driven and team player with highly developed interpersonal skills and communication skills including influencing, negotiation and coaching.
- Has well-developed understanding of project management cycle including proposal development, implementation and monitoring.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse background and cultures.
- Excellent reporting writing, presentation and analytical skills.
- Very good level of English skill is a must.
- Proficient in Auto CAD and office 365 package.
- Excellent understanding of SPHERE and Core Humanitarian Standard is a must.
- Demonstrated leadership and decision-making skills.
- High moral character with integrity and honesty.
- Stewardship of resources, transparency and accountability.
