About the Position:
GPTech is seeking a Program Manager / Chief of Party (COP) to support the United States
Agency for International Development (USAID) Bangladesh’s Feed the Future Bangladesh
Quality Assurance Support Activity. The Program Manager’s role in this activity is to ensure that
infrastructure implemented through the Feed the Future Bangladesh Agricultural Infrastructure
Development Activity is cost effective, sustainable, and complies with applicable Bangladeshi
national or international standards and codes, engineering best practices, and agreed-upon
quality standards. This position will be located in the given task order location within
Bangladesh.
Responsibilities:
The Program Manager / COP is responsible for ensuring effective and efficient performance of
all aspects of the task order. This includes procurement, financial, personnel, reporting, and
other management-related functions. The successful candidate will ensure that all tasks are
implemented, deliverables are submitted, and project goals are met on time, within budget, and
in compliance with applicable U.S. Government regulations. Specific Program Manager / COP
tasks include, but are not limited to, the following:
- Provide overall coordination for the project and ensure operational harmony with other Bangladesh activities.
- Serve as the main point of contact between USAID and GPTech.
- Promote strong relationships among all stakeholders, ensuring continued buy-in through diplomatic engagement.
- Work with the USAID mission to coordinate required assessments, analyses, studies, designs, and procurement of construction services.
- Manage quality control and reporting of project deliverables
- Oversee budgets and financial accounting, coordinating with GPTech home office staff on contract compliance and development of budgets and pipeline analyses
- Lead FTF Bangladesh Quality Assurance Support Activity program operations and community relationships.
- Prepare, review, and deliver all financial, logistical, and other documents as scheduled.
- Supervise team of personnel, subcontractors, and consultants providing short- and longterm
technical assistance.
- Lead all quality assurance (QA) aspects of the project, including all phases of construction: planning and pre-design services, engineering design services, procurement, construction, and commissioning, as well as environmental compliance,
safety, and cost.
- Integrate capacity development of local government officials into the QA program.
- Assign work to technical experts, approve deliverables, ensure on-time delivery, and
assemble individual technical assistance teams.
Qualifications:
- Bachelor’s degree in civil engineering, construction engineering, or in a related field
- 10+ years of relevant work experience on architecture and engineering programs, agriculture projects, or infrastructure development programs
- Proven experience establishing and implementing quality management programs for infrastructure projects
- Construction management/oversight of infrastructure projects experience (i.e., roads, market/collection centers or similar structures, drainage system) in developing countries.
- Experience and/or technical knowledge in designing, managing, and evaluating development projects and activities, including experience in portfolio management and implementation, particularly related to infrastructur
- Fluency in English language communication; reading, writing, and speaking
- Demonstrated ability to collaborate across projects, be flexible and creative, and successfully lead an intercultural team in a development context
- Excellent interpersonal and leadership skills, including the ability to build and manage
cooperative, high-level relationships and motivate subordinates
- Ability to relocate to Bangladesh on short notice
- Local Bangladeshi Nationality is strongly preferred
