(Behaviour Change Communication & CHW education Specialist)

Good Neighbors Bangladesh (GNB) is announcing an open call for applications for the Behaviour Change Communication (BCC) and CHW education Specialist. Please find the detailed terms of reference (ToR) attached.

GNB has recently launched a maternal-child health care project in Bochaganj, Dinajpur in support from Good Neighbors International (GNI) and Korea International Cooperation Agency (KOICA). The project has being carried out from 2019 to 2021 in collaboration with local health authorities, which aims to reduce maternal and neonatal mortality by empowering community health workers, improving infrastructure of CC and FWC, and increasing awareness of the community.

1. Description of the project

The project ‘Improvement of Maternal and Neonatal Health through Community Health Worker Mobilization in Bochaganj, Bangladesh’ is to promote maternal-child health through three components as below:

  1. Improvement of health service for quality delivery: It supports local women to receive high-quality antenatal & postnatal care and safe facility-based delivery through the refurbishment of  Family Welfare Centers (FWCs) and 7 Community Clinics (CCs) in the target sites.
  2. Increasing access to essential quality maternal-child health service: It mobilises 140 CHWs in the target sites and visits families to encourage how importance maternal-child health care is, finds mothers who have not registered in the health care facility and registers them to receive antenatal and postnatal care. Simultaneously, they will bring the BCC materials specialised for maternal-child health care at the community level.
  3. Promotion of community’s awareness of maternal-child health care: It increases CHWs’ capability by organising patronise committee and family groups to improve awareness of maternal-child health among community members. Also, through campaigns of the BCC for the community, local people will aware of the importance of maternal-child health care.

2. Description of the purpose of recruiting a consultant

This recruitment is intended to get consulted by specialist who has extensive expertise on BCC and CHW education on writing and editing both the awareness/advocacy and CHW Education material for specialised in maternal-child health care at the community level and we ultimately aim to obtain the practical knowledge through the consultants’ diverse experience on such issue considering and guiding the behavioural, environmental, and social change of local community, and how we effectively mobilise CHWs and support their activities by giving well-organised training & education.

1) BCC material

The material will be based on reliable and relevant data affecting various factors in maternal-child health from the community in Nafanagar and Ishania Union, Bochaganj, however, the material needs to be generally applicable in the given context in Bangladesh. In consideration of the target, the BCC material developed should be based on the compressive and visualised information to make easy understand. The leading topic to be included in that material is concentrated on maternal-child health care such as antenatal care and postnatal care, symptoms of delivery risk, care for new-born, breastfeeding, and nutrition. Fundamentally. the comprehensive process for BCC material should be included in which one passes through the stages such as “Unaware”>“Aware”>“Concerned”>”Knowledgeable”>”Motivated to change”> “Practicing trial behaviour change”>”Sustained behaviour change”. BCC material developed will be distributed and used for improving awareness among community people and it also to utilise training for CHWs. This can also be produced in a poster, brochure, handout, flip chart and et cetera. Therefore, the consultant hired will be responsible for deep involvement in making the BCC material by taking part in the consultation on various meeting and practical session at least 5 times combined. Lastly, the material made by the consultation will be used not only for the duration of the project, but it also may be used for other CHW projects under GNB governance.

2) CHW education material

According to the previous information, the government's unified CHW teaching materials do not exist, however, the educational materials that are being used to implement the existing CHW project in Good Neighbors Bangladesh are partially available. Therefore, the consultant should be able to write and edit the CHW education material specialised in maternal-child health care at the community level and ultimately obtain the practical knowledge through the consultants’ various expertise on such issue considering the guidance of direction and curriculum of education and training for CHWs. The separate training material developed is to utilise for 140 CHWs training. The material will be based on reliable and relevant data affecting various factors in maternal-child health from the community in Nafanagar and Ishania Union, Bochaganj, at the same time, the material needs to be generally applicable across Bangladesh. The material made by the consultation in cooperation with the team will be used not only for the duration of the project, but it also may be used for other CHW projects under GNB governance. CHW training will be divided into three sections of “basic-intermediate-supplement training” for 3 years and include different training topics for each year. Lastly, the consultant hired will be responsible for deep involvement in making the CHW educational material by taking part in the consultation on various meeting and practical session at least 5 times combined.

The consultant will closely work together with other entities such as illustrator and editor for making the material in communication. She/he must be leading position with tremendous knowledge and varied expertise and experience.
                                                                                                                                                                          
3. Required qualifications

1. Eligibility criteria

  • Those who have more than 15 years of experience in the relevant field or who meet the following career requirements. (*Candidates who hold a master's degree or a doctorate degree, it will be regarded two years or five years’ experience respectively.)
  • Government officials above the director’s level.
  • Associate professor at university or Assistant professor with more than 3 years’ experience.
  • Having more than 5 years of experience as a principal investigator in public institution.
  • Those who have more than 10 years’ experience in civil business, registered and renown company.
  • After obtained professional qualification as an official and registered specialist such as architect with more than 5 years of relevant experience.
  • Speciality in maternal and neonatal health (MNH) is an asset.
  • Previous work experience with GNB is appreciated; work experience in Bochaganj district is an asset.
  • Professional knowledge of English is necessary.
  • Familiarity with local context cultural background is an asset.

2. Award criteria: Applications will be assessed against the following criteria:

  1. Submitted statement of purpose (SOP) (40 points)
    1. Relevance and clarity (12 points)
    2. Validity of the statement in the contents (16 points)
    3. Propriety of consulting capability (12 points)
  2. Relevance of the applicants’ experience (30 points)
  3. Records of previous similar work or research (30 points)

3. Exclusion criteria: By submitting your tender, you declare on your honour not being in any of the below situations. The applicant agency shall be excluded from participating in the tender procedure if they:

  1. have been sentenced by a final judgement on one or more of the following charges: participation in a criminal, corruption or fraud.
  2. are in a situation of bankruptcy, liquidation, termination of activity, insolvency or arrangement with creditors or any like situation arising from a procedure of the same kind.
  3. have received a judgement with finding an offence that affects his/her professional integrity or serious professional misconduct.
  4. do not comply with his/her obligations as regards payment of taxes and dues according to the statutory provision of the country. 

4. Procedure for submission of applications

Incomplete submission will not be given consideration. Applications must be submitted in English and include:

  1. Statement of Purpose briefly highlighting the experience in conducting similar tasks within 1,000 words (Word counting must be informed).
  2. Lists of relevant experiences. (see attached form)
  3. Records of previous similar work or research. (see attached form)
  4. Proof of institution registration. (certificate of registration, etc.)
  5. Personal information of the researchers. (full name, phone number & e-mail)
  6. Proof providing electronic fiscal device (EFD) receipt upon payment. (if EFD receipt is not available, explain justifiable reasons) (see attached form)

5. General obligations

  1. The employer organisation will not be responsible for any costs or expenses incurred by the applicant in connection with the preparation or delivery of the application
  2. The employer organisation will offer the payment with the contractor’s outcome, and/or result.
  3. The contractor should be closely kept in touch in terms of communication, especially in dealing with aim, objective, and general curriculum of the educational material.
  4. The contractor should be responsible for carrying out CHW educational material making for the duration of the contract. If violate amid of the contract period, the contractor is subjected to be reimbursed
  5. All intellectual properties, copyrights and any results will be possessed by the employer organisation. The contractor must be approved if it needs to use it. If violate it, it is subjected to be legally charged.
  6. The total amount of payment posted is inclusive. No additional offer including VAT.

§ This notice will be one of the parts of the contract between GNB and the selected consultant/consulting agency.
§ Neither Good Neighbors nor KOICA is responsible for any costs or expenses incurred by the applicant in connection with the application procedures.
