Good Neighbors (1991) is an international humanitarian, development and non-governmental organization with membership in General Consultative Status in the United Nations Economic and Social Council (UN ECOSOC). Winner of MDG 2 award 2007 and UNESCO-Hamdan Prize for Teacher Development 2024, Good Neighbors Bangladesh (GNB) is operating 17 Community Development Projects (CDP) and 1 Project with Specific Program (PSP) in 13 districts for child protection, education, health, women empowerment, income generating activities, DRR and Rohingya emergency response activities. Project Location: Taltali Upazila, Barguna and Kalapara Upazila, Patuakhali

Project Name: “Coastal Harmony: Resilient Ecosystems, Thriving Communities (CHRETC)”

Project Duration: Above 3 years

1. The purpose of the position:

  • To provide strategic leadership in the design, implementation, and continuous enhancement of Monitoring and Evaluation (M&E) systems tailored to partnership-based projects.
  • To ensure effective tracking and evaluation of project interventions in alignment with organizational and donor standards, while fostering evidence-based decision-making, learning, and accountability.
  • To ensure strengthening M&E frameworks, building staff and partner capacity, maintaining robust data systems, and delivering high-quality reports.
  • To ensure data integrity, facilitating participatory learning processes, and supporting external evaluations to demonstrate collective impact and assess partner performance.

2. Basic Requirement:

  • Education: Master's Degree preferably in Social Science, Development Studies, Development Economics, Environmental Science and Disaster Management.
  • Age: Maximum age 40 years (as on 30 June 2025)
  • Experience: Minimum of 5 years of working experience in M&E sector in INGOs, including at least 2 years in partnership-based projects. (experience with only evidence and relevance will count)
  • Knowledge: Strong knowledge of qualitative and quantitative M&E methodologies and have proficiency in data collection and analysis tools;
  • Communication: Excellent writing, speaking and presentation skill in both Bangla and English is essential. Excellent communication, training, and facilitation skills;
  • Budgeting & Financial Management: Experience in project budgeting, resource allocation, and reporting.
  • Compliance & Reporting: Knowledge of regulatory and partnership compliance, monitoring and reporting skills.
  • Leadership Skill: Ability to lead teams and to work with the marginalized community people for their capacity enhancement
  • Problem-solving: Strong analytical skills and ability to resolve project challenges effectively.
  • Stakeholder Engagement: Ability to manage multiple stakeholders and prioritize tasks in a fast-paced environment; Ability to collaborate with local authorities, non-profit organizations, and community groups.
  • Office Culture & Environment: Ability to work in a multi-national and multi-cultural office environment. Positive attitude towards social service and adaptability to organizational vision and values

3. Contract Information:

Salary and Others: Consolidated Remuneration Tk. 70,000 (per month). Plus 15 days paid leave (after probation period) excluding public holidays and training opportunities for career development.

4. Job Assignment in Brief:

Primary Responsibilities:

  • Strategic planning and system development: Develop and implement M&E frameworks and systems tailored to multi-partner project approaches;
  • Program Design and Oversee: Design and oversee project logframe, theory of change, and results frameworks in collaboration with partner teams;
  • Compliance and Strategic Alignment: Ensure alignment of project M&E systems with organizational and donor standards and global best practices.
  • Technical Guidance & Capacity Strengthening: Provide technical support to project staff in M&E planning, tools, methodologies and data management.
  • Training and Facilitation: Conduct training sessions on M&E frameworks, data collection tools, reporting and learning.
  • Partners Empowerment & Data Use: Build partners’ capacity to collect disaggregated data, track indicators, and use evidence in decision-making.
  • Data Quality & Reporting Oversight: Ensure timely, accurate, and complete data submission and support quality assurance processes.
  • Data Analysis & Communication: Analyze data and prepare donor reports, internal reports, and presentations that reflect collective project achievements and learning.
  • Quality Assurance & Risk Mitigation: Ensure M&E practices meet donor and organizational standards for quality and compliance.
  • Evaluation Management & Stakeholder Engagement: Provide leadership in supporting external evaluations and audits. Contribute to the assessment of implementing partners to ensure accountability, performance monitoring, and alignment with organizational and donor standards.
  • Safeguarding and PSEA Compliance: Maintain and promote safeguarding principles and the prevention of sexual exploitation and abuse (PSEA).
  • Monitoring & Reporting: Track project progress, prepare regular reports, and present outcomes to management and stakeholders.
  • Networking and partnership buildup: Maintaining efficient networking and partnership with community resource, local government and non-governmental organizations.

Secondary Responsibilities

  • Field Monitoring & Verification: Conduct field visits to monitor project activities and validate reported data.
  • Tools and System Maintenance: Develop and maintain data collection tools, dashboards, and database for tracking program performance across partners.
  • Learning & Adaptation: Facilitate learning reviews, participatory evaluations, and knowledge-sharing events to promote program adaptation and innovation.
  • Community Feedback Integration: Facilitate bottom-up feedback from communities into project strategies and improvements.
  • Communication and Collaboration: Facilitate collaboration with national and international research partners to conduct needs assessments, mid-term evaluations, and impact assessments that generate credible evidence and foster shared learning.
  • Administrative Support: Handle day-to-day administrative tasks related to project operations.
  • Documentation & Record Keeping: Ensure accurate documentation of project activities, decisions, and outcomes.
