CALL FOR AN EXTERNAL EVALUATOR
Background:
Every year in Bangladesh an estimated 3900 children is born with a clubfoot deformity (a condition where the feet are turned inward at birth). Left untreated, the condition leads to lifelong deformity causing individual disability and potential unproductivity. The Glencoe Foundation established 11 years ago to correct clubfoot deformity in young children. A network of 34 clinics established throughout the country. Up to August 2021 around 28,717 children are under treatment. Bangladesh is leading the world in successful treatment of Clubfoot disability.
CBM (https://www.cbm.org/) is an international development organization committed to improving the quality of life of people with disabilities in the poorest communities of the world irrespective of race, gender or religious belief. The Glencoe Foundation (GF) are implementing a project for “Ensuring best long-term outcomes for children born with clubfoot disability” since 2018 funded by CBM. This project is implemented in Dhaka, Mymensingh, Khulna, Rajshahi, Rangpur, Sylhet and Barisal divisions. Initially the project was implemented in 32 Government hospitals. Now, it is implemented in 32 Private and charitable hospitals. The project is signed agreement with 12 highly qualified ponseti practitioners cum physiotherapist and a group of orthopedic surgeon throughout the country to offer best clubfoot management.
The broad objective of this project is “to make contributions to improving the quality of life of children who are experiencing disability in Bangladesh.” The specific objectives of this project are-
- To provide affordable, accessible, evidence-based, quality treatment to children with clubfoot who are living in poverty or extreme poverty in 29 districts by 2021.
- To foster disability inclusive development among health stakeholders and community as well as building awareness of and treatment of clubfoot by 2021.
The Glencoe Foundation is looking for an evaluator to do an evaluation of the ongoing project. Here is the brief summary of what we want to do.

Evaluator/ consultant Eligibility criteria:
• Higher academic degree related to rehabilitation Sciences and disability development, Social Science, International Development, economic and social development related studies, Organisational Development or similar.
• Proven working experience with NGOs or INGO and the Government sector in the field of disability especially Clubfoot disability would be preferable.
• Proven consultancy experience of at least 5 years with a record of providing high quality, creative expert advice.
• Experience in evaluation of similar programmes and sound knowledge of PCM and evaluation criteria.
• Experience in participatory approach is a must as well as facilitation skills.
• Good analytical skills, Proven working experience in the field of disability and inclusive development.
• Knowledge about local culture, policies and laws to understand the reality for persons with disabilities in Bangladesh.
• Technical expertise in the field of physical rehabilitation and disability inclusion is mandatory.
• Working knowledge in the Bangladesh Country context is necessary.
• Excellent writing skills, ability to write in a structured and concise manner.
• Proactivity and persistence will be required.
• Proficiency in written and spoken English.
• Ideally team should consist of men and women and should include persons with disabilities.
Output:
We need an external evaluator / consultant who will carry out the end line evaluation of the ongoing project Walk For Life.
