The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of Advisor- Energy Efficiency (Building) from candidates under Energy Efficiency for Development (EE4Dev) project.

A. Responsibilities
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
- Advise supervisor on all tasks when implementing GIZ rules and regulations.
- Advise supervisor in the field of project planning, steering and monitoring.
- Independently implement goals and requirements set by the line manager.
- Make decisions which have a short-term effect within a limited project area/ unit.
- Assist supervisor to identify day to day problem and suggest appropriate solution
The position holder is responsible for the following tasks:
B. Tasks
- Provide policy and regulatory advice to government partners (e.g. Power Division, Sustainable and Renewable Energy Development Authority (SREDA), Bangladesh Standards and Testing Institution (BSTI) to promote energy efficiency and renewable energy measures in buildings.
- Design and implement capacity development measures for public and private sectors in energy conservation, energy audits and recommendation in building sector.
- Prepare Terms of Reference, manage technical studies and service contracts, and ensure quality assurance in project implementation
- Provide technical advisory services to private-sector developers, architects, and engineers on improving building energy performance
- Promote compliance with national building energy standards, e.g. Building Energy Efficiency & Environment Rating (BEEER).
- Design and implement training programmes and technical workshops for private-sector stakeholders (developers, builders, architects, engineering firms).
- Contribute to the development of training materials and guidance documents on energy-efficient building design.
- Provide Support selected private-sector projects in improving building planning documents to meet energy performance standards.
- Contribute technical evidence and implementation experiences to policy dialogue on building-sector energy efficiency.
- Provide analytical input on policy developments related to energy-efficient urban development and building performance standards
- Support building associations in integrating energy efficiency into professional practice.
C. Required qualifications, competencies and experience
Academic qualifications
- Master’s in Architecture, Engineering, or Environmental Studies with a focus on energy efficiency. Applicants with a Bachelor’s degree in Architecture or Civil Engineering will be given preference.
Professional experience
- 5 years of work experience in evaluating and/or providing energy efficiency in buildings e.g. conducting energy audits in buildings sector and conducting techno-economic feasibility studies.
- Experience in navigating Government of Bangladesh (GoB) protocols and maintaining strategic partnerships with government and other development partners will be considered favorably.
- Experience in executing complex projects within the framework of international development cooperation projects is an asset.
Other knowledge, additional competencies
- Should be familiar with existing building codes, standards in buildings sector including BEEER, LEED (Leadership in Energy and Environmental Design), etc.
- Ability to work well under pressure and must be a strong team player.
- Must have good interpersonal and communication skills.
- Fluency in English and Bangla is essential.
- Ability to work with a multi-disciplinary team in a multi-cultural environment.
- Strong coordination experience with multiple partner organisations, specifically in public sector.
