GIZ Bangladesh is currently seeking applications for the position of “Senior Administrative Specialist” under Governance Cluster.

A. Responsibilities

The position holder is responsible for:

  • Overall management and coordination of related field in line with GIZ rules and regulation
  • Represent GIZ to stakeholders and ensure that GIZ values, principles are upheld
  • Independently managing the components in accordance with project goals and requirements
  • Providing professional advice to partners and cooperating with important stakeholders
  • Advise supervisor on all task when implementing GIZ rules and regulation
  • Responsible to make decisions which have a long-term effect within a limited project area/ unit
  • Ensure innovation and knowledge management is adequate within the project and communicate innovations to a broad target group
  • Disciplinary supervisory responsibility and management of a team

The position holder is responsible for the following tasks:

B. Tasks

Core Tasks

  • Advise the Cluster Coordinator (CC), and the project heads (AVs) in all aspects of their management and administration tasks, ensuring high quality of administrative and project coordination processes and application of GIZ rules and regulations
  • Lead and coordinate cluster-wide administrative and project coordinating functions; ensure efficient facility management, event management, contract ToR quality assurance and implementation monitoring, safety and security
  • Disciplinary supervision and management of the cluster´s and field offices´ project administrative, logistic, and support staff
  • Act as primary interface to Service Unit, Country Office and Headquarters regarding project administration and coordination
  • Represent the cluster and its projects to relevant stakeholders and ensure that GIZ values and principles are upheld.
  • Independently implement goals and requirements in coordination with the Cluster
  • Recommend further improvements of service delivery processes for the projects in line with the specific project needs (i.e. objectives, implementation strategies, deadlines, etc.) under the Governance Cluster.

Leadership and coordination

  • Lead the cluster administration team; allocate tasks, set priorities, ensure delivery across projects, oversee capacity development.
  • Coordinate cross-cutting administrative services at cluster level (admin support, procurement plan preparation, office services) in line with GIZ rules and regulations and country office standards.

Contract coordination

  • Ensure quality and timely preparation of ToR developed by the project team for local and international service contracts/finance agreements
  • Coordinate with the Service Unit, Country Office and Headquaters (HQ) regarding preparation of local/international contracts
  • Establish and operate monitoring mechanisms for the project team to ensure content related service delivery of contracts against ToR (milestones, outputs, reporting).
  • Coordinate with Service Unit Finance Manager on contract budgets

Event management

  • Coordinate and monitor with the project technical team for timely planning, preparation and efficient implementation of cluster and project events, workshops and missions: logistics, venues, travel support
  • Coordination with the Service Unit regarding event management related contracts above project threshold

Facility Management and logistics

  • Oversee office facilities, maintenance, safety and sustainability measures of the Governance Cluster offices in Dhaka and in the field (mainly Cox’s Bazar), regular visits to the field offices
  • Coordinate office support services (reception, drivers, fleet, IT liaison, janitorial) and ensure cost-effectiveness and service quality.
  • Ensure all building, equipment and safety equipment’s repair and maintenance in a timely manner and any third party contract/agreement (security guard, logistic staff) are renewed on time
  • Keep track of all project inventory, handover information and ensure documentation of correct location of partner assets; ensure annual check as per P+R
  • Ensure services for incoming staff, missions, visitors/consultants concerning contracts, visa, etc.

Workplace Safety and Security Management

  • Liaison with the Security Risk Management (SRM) unit for updates, information and strategy
  • Coordinate with the Security Focal Point and ensure that all tasks are fulfilled properly to ensure safeguard of office as well as personal safety of staff.
  • Ensure safety measures for external visitors are followed as per SRM instructions.
  • Follow up on all incidents reporting with country office and HQ.
  • Advise and support Security Focal Point, CC and AVs in coordination with SRM in providing leadership during emergencies to all wardens of the cluster.
  • Advise and suggest risk mitigation and security measures for the cluster staff

IT Management

  • Keep track of all the IT equipment used within the Cluster, coordinate timely updates, repair, and new equipment and ensure IT incident reporting in case of loss of assets.
  • Maintain compliance as per the guidelines of the Information Security Management (ISMS) guideline and implement ISO guidelines as per country office directive
  • Contribute to the yearly IT asset labeling, supporting asset stocktaking and Risk Assessment Treatment Plan together with country office Information Security Officers

General Duties/ Additional tasks

  • Any other responsibilities as required and assigned by the supervisor.

C.  Required qualifications, competencies and experience

Academic qualifications

  • Master’s Degree in Business Administration, Public Administration, Management, Finance, or a closely related field.
  • Additional training/certification in project management, procurement, facilities management is desired.

Professional experience

  • 10 years of progressively responsible experience in administration and project coordination within an international organisation, NGO, or private sector context.
  • Minimum 3 years of leadership/management responsibility, including supervision of administrative/ logistics staff
  • Proven experience in:
    • Coordinating cross-cutting administrative services (procurement plan preparation, office services, event logistics) in line with organisational rules
    • Contracting and procurement preparation: ToR quality assurance, risk and integrity safeguards, documentation standards, milestone-based monitoring, budget coordination with finance.
    • Event/logistics coordination for workshops and missions, structured planning, deadline control, multi-stakeholder coordination.
    • Facility and vendor management across multiple offices.
    • Security/risk procedures and coordination with security focal points.

Other knowledge, additional competences

  • Deep understanding of the needs for project implementation in the field,
  • Strong leadership, team coordination, priority setting skills
  • Ability to work effectively under pressure and contribute as a strong team player.
  • Compliance orientation; sound knowledge of organisational rules and processes.
  • Excellent interpersonal and communication skills.
  • Excellent presentation and conflict-resolution skills.
  • Planning, problem-solving and independent goal implementation knowledge.
  • Ability to work successfully in an intercultural environment.
  • Excellent working knowledge of IT, including MS Office Suite and other common computer applications.
  • Fluency in English and Bangla (written and spoken) is essential.

Mobility

  • Ability to travel between cluster offices (e.g., Dhaka and field offices such as Cox’s Bazar) and to support missions/events on short notice.
