The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shape a future worth living around the world. As a public-benefit Federal Government organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing technical cooperation projects in the areas of energy, climate change, textile, and human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.
This specific assignment is part of the implementation of the project “Sustainability in the Textile Sector (STILE) II. The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH was commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project STILE II. Currently, the project is commissioned for three years (07/2024 – 06/2027) with a total budget of 7.3 Mio. EUR. Moreover, the project is integrated in a cluster with a total of currently six ongoing technical cooperation projects that are implemented by GIZ to improve compliance with social, labour and environmental standards in Bangladesh’s textile, garment and leather sector. A key initiative under STILE II is the establishment of a robust digital infrastructure for the Online Continuous Effluent Monitoring System (OCEMS). The OCEMS enables real-time tracking of effluent parameters (pH, COD, BOD, TSS, DO, temperature, flow) across industrial facilities. To enhance data ownership, reliability, and system sustainability, the OCEMS data currently hosted on a foreign server will be migrated to a national, government-managed server housed at the Bangladesh Computer Council (BCC).
The assignment will be a complex undertaking that involves coordinated tasks such as effluent online data collection, sensor management, calibration aims to develop and operationalize a unified national OCEMS Dashboard, ensuring long-term maintenance support, secure data management, and seamless integration with other government systems. The initiative contributes directly to STILE II’s Output 2, promoting evidence-based compliance monitoring, institutional strengthening, and digital sovereignty in environmental management. By localizing data systems and developing national capacity, the project also supports the Government of Bangladesh’s vision for sustainable digital transformation.
- Proven experience in ETP monitoring, dashboard & database design and environmental data management for industrial and government entities.
- Expertise in water and industrial pollution assessment and control measures.
- Experience in developing web-based interactive geo-mapping platforms with integrated spatial and non-spatial data.
- Strong capacity in database and system architecture design, including cloud deployment and data security.
- Field experiences maintaining OCEMS installation, troubleshooting and calibration
- Good understanding of Bangladesh’s environmental regulations and DoE compliance frameworks.
Consulting firms should also provide the following documents along with their Expression of Interest (EoI):
- Technical -methodological concept, data entry plan and maintenance proposal
- Evidence of similar completed assignments and justification for eligibility
- Evidence of maintenance contract more than forty-five lacs taka
- Must have Relevant experience with MoEFCC, DoE, ETP, or RMG sector.
- List of current client companies being serviced by the company (Reference projects and products)
- All up-to-date Trade License documents, with Tax Certificate
- Detailed CVs of proposed experts
