The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and international education work to shaping a future worth living around the world. As a public-benefit Federal Government Organisation, GIZ supports the German Government, particularly the German Federal Ministry for Economic Cooperation and Development (BMZ) implementing development projects. In Bangladesh, GIZ is implementing the technical cooperation projects in the areas of energy, climate change, textile, human rights under the bilateral agreement, signed on 15 July 1972 between the Bangladesh and German Governments.

GIZ invites Expression of Interest (EOI) from qualified expert service providers for the assignment under the project “Skills for Self-Monitoring and Compliance with Clean and Fair Production in the Textile Industry (SCAIP)”, commissioned by BMZ. The assignment supports the Ready-Made Garment Sustainability Council (RSC) in Bangladesh in its ongoing digital transformation process by developing an integrated digital system for inspections and trainings, accompanied by a comprehensive Monitoring, Evaluation, and Learning (MEL) framework. The contractor will develop and integrate a coherent monitoring and reporting system that links digital inspection and training components and enables real-time data analysis, gender-responsive reporting, and performance tracking. Key elements include amongst others:

  • Development of a comprehensive MEL framework with clear objectives, gender-sensitive indicators, roles and review mechanisms.
  • Technical integration of training and monitoring data into the digital platform to enable consistent data management and analysis, to track inspection results, training participation and learning outcomes.
  • Preparation of templates and guidelines for reporting, data validation and quality assurance.
  • Provision of MEL and IT experts by the service provider to ensure functional integration and a coherent, user-oriented system design through close coordination.

Vendor need to be passed in the below mentioned minimum qualification criteria; by submitting the required document mentioned below for receiving the ToR and other relevant materials. Required documents submissions must be sent to contract-bangladesh@giz.de with the subject line “83503412 Digitalization and Monitoring of the Training Department at the RSC” no later than 31 December 2025.

Required Documents

  • Valid business license and proof of registration as an Information and Communication Technology (ICT) company/entity in Bangladesh, including:
    • TIN certificate
    • Tax payment certificate
    • VAT certificate
    • Valid membership documentation with BASIS/BACCO
  • Evidence of financial capacity, demonstrating a minimum annual turnover of EUR 100,000 for each of the last three consecutive financial years.
  • Proof of human resource capacity, confirming an average of at least five (5) employees and managers over the past three calendar years.
  • Reference project in digitalization, with a minimum contract value of EUR 60,000.
  • Reference project implemented in Bangladesh within the last three years, also with a minimum contract value of EUR 60,000.
