GIZ Bangladesh is currently seeking applications for the position of “Urban and Regional Development Advisor” under “Liveable and Inclusive Cities for All (LICA)’ project.

A. Responsibilities
The position holder is responsible for:
- managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
- assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
- advise supervisor on all task when implementing GIZ rules and regulation
- advise supervisor in the field of project's planning, steering and monitoring
- independently implement goals and requirements set by the line manager
- make decisions which have a short-term effect within a limited project area/ unit
- assist supervisor to identify day to day problem and suggest appropriate solution
B. The position holder is responsible for the following tasks:

Core scope of tasks
- Coordinate the implementation of project activities in Rajshahi and Sirajganj, in close cooperation with contracted parties
- Coordinate and communicate with our project partners in Rajshahi and Sirajganj (e.g. City Corporation and Paurashava, community development committees (CDCs), participants of urban living labs, citizens and others)
- Supports the operational planning of the project and contributes to the continuous monitoring of the advancement and quality of the project’s activities and results, in line with GIZ requirements
- Assist and give feedback
- on local practice-oriented approaches and management models from the partner cities
- on the development and effective dissemination of a set of guidelines for urban environmental management based on the approaches and models mentioned above, etc.
- Participate in GIZ knowledge exchange activities about urban environmental management at country and regional level
- Assist in identifying the implementation challenges and elaborate proposals on how to address them, in close cooperation with the supervisor
- Assist supervisor on all tasks when implementing GIZ rules and regulations
Other task/duties
- Participate regularly in team meetings and provides relevant and up-to-date information about the on-going implementation progress
- Accompany monitoring and evaluates the implementation of all contracts including financial aspects and regard to factual correctness
- Sum up and synthesize the collected information for contributing to progress reports
- Identify supports needs regarding capacity development for the implementing partners
- Assist in the organisation and the conduction of trainings and workshops in Rajshahi and Sirajganj
- Assist to maintain communication, liaison and facilitation with the implementing partners/agencies, community representatives whenever required/advised
- Organize exchange meetings between/among the implementing partners on specific topics as and when required and conduct field visits in the selected partner communities in the Rajshahi and Sirajganj, when required.
C. Required qualifications, competencies and experience
Academic qualifications
- Master's degree in Urban Planning, Environmental Management, Environmental Science, Development Studies, Political Science or Public Administration or any other relevant subject.
Professional experience
- Minimum 5 years of related professional experience, including 2 years of professional experience in urban environmental management and/or with Local Government Institutions
- Proven knowledge and expertise in at least one of the following technical areas: (i) sustainable urban development, (ii) environmental management, (iii) gender equality, (iv) capacity development, (v) community mobilization and participatory planning
Other knowledge, additional competences
- Strong coordination experience with multiple partner organisations, specifically in public sector.
- Ability to plan and prioritize work in line with agreed strategies and workplans, to adjust priorities and plans as required
- Independent, highly motivated and willingness to learn and growth professionally
- Dedication to the promotion of gender equality and youth involvement
- Ability to work well under pressure and must be a strong team player
- Must have good interpersonal and communication skills
- Ability to work with a multi-disciplinary team in a multi-cultural environment
- Fluency in English and Bangla is essential
