GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, textile and leather sector, biodiversity, as well as good governance, displacement, and migration.
GIZ is inviting Expressions of Interest (EoI) from qualified consulting firms to support the Technical Cooperation (TC) project “Supporting the Localization of National Adaptation Targets in Bangladesh (LOCAT).” The TC aims to generate lasting impact by strengthening local capacities, institutionalizing supportive national frameworks, and fostering multi-level learning. These efforts are expected to empower cities to lead on climate adaptation while ensuring alignment with national priorities—supporting scalable, inclusive, and sustainable urban resilience. The selected consulting firm will play a key role in advancing LOCAT by developing and delivering high-quality training and communication materials in the areas of Climate Change, Sustainable Urban Development, and Biodiversity. The firm will design and implement participatory training programs—both in-person and digital—targeted at diverse stakeholder groups, including citizens and public representatives. Key responsibilities include the preparation of bilingual IEC (Information, Education, and Communication) materials, training manuals, and storyboards for web-based training (WBT). These resources will enhance public awareness, strengthen institutional capacity, and promote citizen-led action for climate resilience. The firm will also facilitate inclusive learning processes that leverage digital tools to increase reach and effectiveness, contributing to the project’s broader vision of climate-responsive urban development
GIZ invites Expression of Interest (EOI) from reputable consulting firms who met the below mentioned:
Commercial Eligibility:
- Average number of employees and managers at least 6 for the past three calendar years
- Average annual turnover for the last three financial years 25,000 Euro(last-but-four financial year can be included in case of tenders held within six months of end of last financial year).
Technical Eligibility:
- A minimum commission value of reference projects: 25,000 EURO.
- At least two reference projects in the field of of Urban dev., climate change, capacity dev., IEC mat. Dev., social dev.
- At least two reference projects in Bangladesh (In the last 36 months (deadline: date of publication of invitation to tender).
Consulting Firm with these pre-requisite qualifications must provide following documents:
- Company Portfolio including sample of works
- All up-to-date legal documents. Such as- Trade License, TIN, BIN, Tax Certificate etc
- Last three years Audit Report certified by any reputed audit firm
NB: Firms unable to submit all updated legal documents will be disqualified from technical evaluation.
Firms that meet the prerequisites qualifications must submit the relevant documentation along with their EoI demonstrating compliance with the above-mentioned minimum requirements.
