The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Advisor- Economic Cooperation and Private Sector Development’’ from candidates under "Policy Advisory for Promoting energy efficiency & renewable energy (PAP) II’’ Project. The incumbent will work closely with both public and private stakeholders to enhance the enabling environment and accelerate market-based approaches to renewable energy (RE) and energy efficiency (EE). She/he will play a key role in advising ministries, facilitating dialogue, and supporting implementation partnerships that contribute to Bangladesh’s national energy transition targets.

A. Responsibilities
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
- Advise supervisor on all tasks when implementing GIZ rules and regulations.
- Advise supervisor in the field of project planning, steering and monitoring.
- Independently implement goals and requirements set by the line manager.
- Make decisions which have a short-term effect within a limited project area/ unit.
- Assist supervisor to identify day to day problem and suggest appropriate solution
The position holder is responsible for the following tasks:
B. Tasks
- Provide policy and regulatory advice to government partners (e.g. SREDA, Power Division) to promote private sector engagement in renewable energy (RE) and energy efficiency (EE).
- Facilitate stakeholder coordination and public-private dialogue among government bodies, private sector actors, financial institutions, and development partners.
- Develop and promote innovative business models and digital solutions for RE/EE services, such as rooftop leasing, ESCOs, and energy management systems.
- Design and implement capacity development measures, including skills training, curricula development, and certification aligned with labour market needs.
- Identify, support, and scale pilot projects in commercial and industrial sectors with high replication potential.
- Engage with financial institutions to promote access to green finance, support project preparation, and explore blended finance mechanisms
- Prepare Terms of Reference, manage technical studies and service contracts, and ensure quality assurance in project implementation
- Contribute to knowledge management, visibility, and monitoring & evaluation through documentation, reporting, and participation in sectoral platforms.
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
C. Required qualifications, competencies and experience
Academic qualifications
- Master's degree in Economics, Business Administration, Energy Systems, Environmental Sciences, or a related discipline.
Professional experience
- Minimum 5 years of relevant professional experience in private sector development, renewable energy, energy efficiency, or sustainable infrastructure.
- Demonstrated experience in working with private public stakeholders, especially in the energy sector.
- Experience in project design, implementation, and facilitation of multi-stakeholder processes.
Other knowledge, additional competences
- Sound knowledge of RE/EE technologies, financing models, and regulatory frameworks.
- Demonstrated experience in working with public-private stakeholders, especially in the energy sector.
- Experience in project design, implementation, and facilitation of multi-stakeholder processes.
- Ability and willingness to travel frequently to various locations across Bangladesh, including Inducting zones and project sites.
- Knowledge of gender-sensitive and inclusive approaches.
- Ability to work well under pressure and must be a strong team player
- Must have good interpersonal and communication skills
- Ability to work in an intercultural environment
- Fluency in English and Bangla is essential
