The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ has been Bangladesh's development partner since 1972 under bilateral agreements. Currently, we are working in renewable energy, adaptation to climate change, the textile and leather sector, biodiversity, good governance, displacement, and migration.
Since 2023, GIZ Bangladesh has been implementing “Access to Justice for Women” project, co-funded by the German Federal Ministry of Economic Cooperation and Development and the European Union. The project is a flagship initiative aimed at enhancing access to justice for women and other vulnerable groups in Bangladesh. The project operates under three primary strategies (Outputs): strengthening of legal assistance for poor and vulnerable, especially women; enhancing the legal and policy framework for gender-sensitive resolution and mediation; and supporting evidence-based case management.
To support the communication and visibility of its approaches and increase public’s awareness on legal aid, the project requires the services of reputed and well-experienced organization to work on the following core areas:
Expected Services to be rendered by the potential Firm of consultants:
The selected Firm of consultants will be required to
- Support in steering and facilitating the selection process of the potential mediators
- Proposing the structure of case referrals, identification of criteria for cases to be referred, process structure, and choosing the right mediator for the right case and their engagement implications – financial, time
- Developing a comprehensive training manual that explains the structure and methodology, timeline of the training – the project intends to hand over this document to the relevant authorities for future training
- Develop a detailed working handbook explaining the evaluation of cases, mediation steps, session protocols, timelines, commitment or agreement recordings
- Conducting the training sessions in 7-districts of the project target areas explained above.
- Submit a final evaluation of all participants and the way forward for refreshers
To implement the above-mentioned activities, GIZ invites Expression of Interest (EOI) from reputable organizations for a two-year 2025-2026 engagement. Interested and eligible organizations meeting the following minimum qualifications are encouraged to submit their EOI.
The minimum qualifications for interested firms (Firms/Companies/Universities) are as follows:
1. Commercial register entry:
- Bangladesh based organization having a commercial registration with relevant authority e.g. Firm Certificate, TIN and VAT Certificate.
- Possessing own infrastructure and technical resources for conducting the training
- Established capacity in development of course manual, handbook, leaflet etc.
- Affiliated with an International Organization for course certification in Mediation
- Knowledge and Affiliation of the Judiciary system of Bangladesh
