The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federal enterprise with worldwide operations. GIZ supports the German Government in the field of international cooperation for sustainable development. GIZ has been working as a development partner of Bangladesh since 1972 under bilateral agreement. Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.

The “Skills Training and Employment Promotion for Women Workers in Bangladesh” (ADVANTAGE) project aims to promote gender equality and support the implementation of gender-responsive skills training programs. As part of this initiative, a comprehensive Gender Training Needs Assessment (TNA) will be conducted to identify existing capacity gaps and recommend practical interventions to enhance gender equity in the skills sector.

GIZ invites Expressions of Interest (EOI) from qualified national consultants to conduct the TNA. The objective of the assignment is to:

  1. Identify existing capacity gaps among Skills Training Providers (STPs) instructors, administrators, and officials from the National Skill Development Authority (NSDA) and other relevant ministries in applying gender-sensitive approaches.
  2. Recommend practical and feasible interventions to enhance gender equity in the skills sector.
  3. Develop a draft document outlining the roles and responsibilities of Gender Focal Points.

The minimum qualifications for interested consultant/ consultancy firm are as follows:

  1. National gender expert with at least 6 years of experience in gender training and assessment
  2. Proven track record of conducting gender-related assessments and evaluations
  3. Strong understanding of gender issues in the context of Bangladesh

Consultants with these pre-requisite qualifications should provide the following documents along with their Expression of Interest (EOI):

Technical Proposals (In Separate Email)

  1. CV highlighting relevant experience and expertise
  2. A brief description of the approach and methodology for conducting the TNA
  3. Examples of previous work related to gender training and assessment
  4. Technical offer in one envelope which contains: technical - methodological concept, strategy, work plan, process, personnel assignment plan, detailed CV of proposed expert/experts

Financial Proposals (In Separate Email)

  1. Financial offer as per attached format
  2. Tin certificates.

Interested consultant can collect the detailed Terms of Reference (ToR) and Assessment Grid via the following link: https://enlistment.gizbd.org. Please note, consultant need to register themselves for collecting the tender documents.
Interested parties with relevant and proven experience are invited to submit their Technical and Financial Proposals by 10th August 2025. The proposals must be sent in separate emails and addressed to the Contracts, Procurement & IT Unit. The subject line of each email should be clearly marked as:
