Currently, we are working in the areas of renewable energy, adaptation to climate change, private sector development and technical education, biodiversity, as well as good governance and displacement.
GIZ Bangladesh is currently seeking applications for the position of “Vocational Training and Labour Market Advisor’’ from candidates under Vocational Training in the Field of Renewable Energy (TVET4RE) Project of GIZ Bangladesh.

A. Responsibilities
- Managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior.
- Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups.
- Advise supervisor on all task when implementing GIZ rules and regulation.
- Advise supervisor in the field of project's planning, steering and monitoring.
- Independently implement goals and requirements set by the line manager.
- Make decisions which have a short-term effect within a limited project area/ unit.
- Assist supervisor to identify day to day problem and suggest appropriate solution.
B. The position holder is responsible for the following tasks
Tasks
- Planning, design and implementation of the TVET4RE interventions in consultation with the supervisor and the partner.
- Maintain liaison with partner ministries and the implementing agencies, including carrying out of day-to-day communications and businesses at the guidance of the supervisor.
- Support capacity development measures for the implementing partners to improve TVET for renewable energy.
- Support in organizing and conducting technical analyses, studies, and study trips jointly with partner organizations.
- Develop Terms of Reference (ToR) and manage contracts under the supervision of the superiors.
- Coordinate the development of occupational standards, curricula and certification processes in line with labour market needs.
- Support capacity building, coaching, and training in the project’s TVET activities and ensure quality assurance as well as sustainability of training implementation.
- Coordinate within the existing GIZ portfolio focusing on skills development/TVET and green energy and align activities to existing measures
- Coordinate with Communication focal point in developing communication materials related to renewable energy & energy efficiency interventions.
- Support focal point for M&E to design M&E framework and provide inputs based on project component interventions.
- Represent GIZ in various meetings and events as instructed by the supervisor.
- Conceptualize, prepare and organize workshops, seminars, and other events related to the Programme’s field of activities and submit reports on the events.
C. Required qualifications, competencies and experience
Academic qualifications
- Master’s in Engineering, Economics, Education/Social Sciences or any other relevant discipline.
Professional experience
- Minimum 5 years of relevant working experience in the field of Technical and Vocational Education and Training (TVET), preferably including 3 years in coordinating technical co-operation project activities related to the green transformation.
- Experience and knowledge in the field of vocational training/skills development related to green energy topics is an asset.
- Experience in working with vocational training authorities and institutions (such as BTEB, DTE, Polytechnic Institutes, etc.) and knowledge/experience in development of technical curricula and advising on certification processes.
- Experience in building and maintaining professional relationship with stakeholders, particularly the Government of Bangladesh (GoB) agencies as well as other public and private development partners, including knowledge on various government protocols is an asset.
Other knowledge, additional competences
- Knowledge of Bangladesh’ TVET sector including various strategies and policies, relevant stakeholders, and the structure of the overall education system is essential.
- Solid understanding of local labour market potentials and private sector needs in RE as well as experience in collaboration with private sector associations and other industry players.
- Excellent network within public and private sector organisations in energy sector.
- Strong interpersonal skills should be a team player with commitment to collaboration and cooperation.
- Excellent command of English and Bangla.
- Knowledge of German language is an asset.
- Ability to work under pressure and meet tight deadlines
- Ability to analyze and interpret data for decision-making.
